The Norfolk Redevelopment and Housing Authority is seeking a highly skilled professional to provide advanced executive-level administrative support to the President/Chief Executive Officer (CEO), Chief Operating Officer (COO), and the Board of Commissioners. This position may be filled at either the Executive Assistant II or Executive Assistant III level, depending on the qualifications and experience of the selected candidate.
Executive Assistant II
Position Summary
The Executive Assistant II performs advanced administrative, secretarial, and clerical support services for the President/CEO and Chief Operating Officer. This position serves as a primary point of contact for internal and external stakeholders, assists with Board of Commissioners' meetings, maintains calendars, prepares correspondence, and supports special projects. The role requires professionalism, discretion, and attention to detail.
Essential Functions
- Serve as the primary contact for the President/CEO and COO; respond to communications with professionalism and tact.
- Coordinate Board of Commissioners' meetings, including agendas, minutes, and supporting materials.
- Manage calendars, schedule meetings, and arrange logistics.
- Draft and proofread correspondence, reports, and official documents.
- Provide administrative support for special projects, data collection, and reports.
- Assist with departmental budget preparation and monitoring.
- Arrange travel and accommodations.
- Maintain confidential filing systems and office records.
- Perform other related administrative duties.
Post-secondary training in administrative, secretarial, or office management work. 4-6 years of progressively responsible administrative experience, including at least 3 years supporting executives or senior managers. Public sector or nonprofit experience preferred.

Position Summary
The Executive Assistant III provides highly complex and sensitive executive support to the President/CEO and division officers. This role serves as the senior administrative liaison to the Board of Commissioners and principal point of contact for high-level communications. The position manages complex scheduling, coordinates confidential projects, oversees departmental budget administration, and represents the President/CEO in high-level interactions.
Essential Functions
- Serve as the senior contact for the President/CEO; independently evaluate and respond to communications.
- Act as administrative liaison to the Board of Commissioners, preparing agendas, resolutions, and minutes.
- Manage the President/CEO's calendar, negotiating priorities with senior officials and external partners.
- Provide advanced executive support, including confidential reports and board materials.
- Administer and monitor departmental budget.
- Follow up on assignments and deadlines on behalf of executive leadership.
- Review and finalize executive correspondence, legal documents, and reports.
- Manage confidential information with the highest discretion.
- Oversee administrative logistics for high-profile meetings and travel.
- Mentor junior administrative staff.
Post-secondary training in administrative, secretarial, office management, or business functions. Six - eight years of progressively responsible executive administrative experience, with at least 4 years supporting C-suite executives, boards, or senior government officials. Public sector, legal, or housing authority experience strongly preferred.
Performance Standards
- Independently manages executive-level projects and communications.
- Anticipates the needs of the President/CEO and Board.
- Produces high-quality, polished reports, board materials, and executive correspondence.
- Manages competing priorities and complex scheduling seamlessly.
- Ensures compliance and timeliness of budget and financial reporting.
- Provides leadership and mentorship to administrative staff.
Work Environment & Physical Demands (applies to both positions)
Standard office environment with occasional meeting and event logistics. Requires prolonged sitting, computer use, and occasional lifting of up to 20 pounds.
Job requires clear vision and depth perception.

VRS Contribution: All full-time employees are required to contribute 5% of annual salary toward their retirement account; in accordance with VRS retirement provisions. This will be handled through a pre-tax payroll deduction.
