Job Summary

The Associate Director for Patrol Operations is a critical member of Campus Safety's leadership team performing a variety of responsible and complex duties related to the management, operation and services of the Campus Safety Office and patrol team to ensure the safety and security of the University's community. The Associate Director of Campus Safety for Administration supports the facilitation of daily Campus Safety operations and manages all aspects of the patrol team. This position reports to the Director of Campus Safety and Emergency Management.

Core Duties

Duties Related to Patrol Operations Management
  • Serve as an ambassador of the University to the University community, neighbors and guests. Demonstrate effective communication and problem-solving skills and assist the staff of the Campus Safety Office in developing and practicing similar skills.
  • Support the effective enforcement of campus rules, regulations, and other applicable regulations/laws. Assist local law enforcement in the enforcement of Oregon Revised Statuses as needed.
  • Provide day-to-day supervision of Campus Safety Officers to ensure quality service to the University and surrounding community consistent with expectations of the Director of Campus Safety and Emergency Management. Supervisory responsibilities include hiring processes, setting of expectations, training and professional development, performance management and evaluations, and disciplinary processes including termination of employment.
  • Supervise, instruct, and certify officers for Department of Public Safety Standards and Training (DPSST) requirements.
  • Create schedules to meet coverage requirements as determined by the Director of Campus Safety and Emergency Management.
  • Assign work and direct activities of Campus Safety Officers to ensure daily operations and critical security and safety measures are met.
  • In the absence of the Director of Campus Safety & Emergency Management and the Associate Director for Administrative Operations, this position serves as a backup supervisor for Campus Safety Dispatchers on shift.
General Duties
  • Patrol and monitor the University of Portland campus by vehicle, foot, and bicycle to ensure coverage of campus buildings and grounds.
  • Respond to service calls. Service calls may include, but are not limited to, unlocking buildings, providing escort to University members, providing information to the University community and members of the public, responding to suspicious activity or other situations involving safety, emergencies, or other urgent matters, providing assistance to motorists, responding to University maintenance needs, and responding to other matters during afterhours when applicable offices are not open.
  • Evaluate and notify building support staff of maintenance concerns as discovered in the course of duties; provides notification of campus hazards to building maintenance and the Incident Management Team as appropriate.
  • Provide community ambassador and security duties at functions or events held on or off campus as requested by the University.
  • Provide medical care at the level of basic first aid/CPR/AED as provided by the American Red Cross or its equivalent. Coordinate with medical responders when a higher level of care is required.
  • Respond to students in crisis; assess such situations and coordinate with relevant University staff or external resources (including mental health professionals) as needed.
  • Respond to notifications from the security and fire alarms across campus that are monitored by the Campus Safety Office.
  • Investigate public safety matters including, but not limited to, property and person-to-person crimes.
  • Update daily activity logs as needed and in a timely manner; complete written incident and investigative reports in a timely, clear, and well-written manner.
Other duties as relevant to the duties of the position or as assigned by supervisor or designee.

Education & Experience
  • Required: Associates Degree.
  • Required: Three to five years of prior relevant experience with a strong orientation towards community-oriented policing/security models and supervisory experience.
  • Preferred: Bachelor's degree.
  • Preferred: Professional Experience within a higher education setting.
  • Preferred: Experience in campus security, military police, or as a police officer (reserve or full-time).
  • Or equivalent education and/or experience.
Certifications & Licenses
  • Required: Active driver's license.
  • Required: Ability to maintain DPSST certification under the private security section.
  • Required: Ability to obtain and maintain first aid certification at the basic level, including AED and CPR.
  • Preferred: Department of Public Safety Standards and Training (DPSST) certification.
Knowledge, Skills & Abilities
  • Excellent customer service, interpersonal skills, and written and verbal communication skills, including the ability to effectively deal with various personality types and potentially stressful situations.
  • Excellent judgment, and ability to analyze situations accurately and adopt an effective course of action.
  • Strong leadership and supervisory skills.
  • Strong knowledge of or ability to learn applicable federal, State, City, County, and District laws, rules, and regulations (including, but not limited to, Clery, FERPA, and Title IX).
  • Strong knowledge of basic law enforcement and security methods and procedures.
  • Effective knowledge of basic investigation techniques and procedures.
  • Ability to organize and write clear and concise reports, gathering relevant information from witnesses, complainants, and suspects.
  • Knowledge of correct English usage, grammar, spelling, punctuation, and vocabulary.
  • Strong knowledge of public safety and security procedures used in traffic and crowd control.
  • Excellent ability to interpret and enforce pertinent laws, rules, and regulations with tact, firmness, and diplomacy.
  • Ability to understand and follow oral and written directions.
  • Ability to work independently but also to constructively receive supervisory direction and work collaboratively in a team setting.
  • Ability to maintain confidentiality and effectively handle highly-sensitive and personal information with sound judgment, tact, and discretion.
  • Knowledge of or ability to learn the various fire/life safety systems and access control security systems on campus.
  • Ability to effectively operate mobile communication radios.
  • Competence with and commitment to inclusive excellence; ability to be an effective partner with diverse students, faculty, and staff.
  • Ability to establish effective working relationships, professional rapport, and effectively accomplish work within a University setting that includes a wide array of individuals, groups, policies, and processes.
  • Effective ability to use and learn computers, technology, software, and applications at level of sophistication required for the duties of the position, including, without limitation, Microsoft Office (Outlook, Word, Excel, and PowerPoint), the internet, and computerized maintenance management systems.
    • All University of Portland positions require the ability to quickly learn and use new technologies, software, and applications in depth and at level of proficiency required for duties of the position. In most situations, the necessity of learning, using, and supporting new technologies, software, and/or applications does not change a job description nor make the position one that involves higher level duties.
Physical Requirements
  • Frequently: ability to interact and communicate with members of the University and others as necessary.
  • Frequently: extended periods of sitting, standing, walking, operating a bicycle, or operating a motor vehicle.
  • As necessary: climb stairs and run.
  • Regularly: sit, perform desk-based computer tasks; use fine manipulation and grasp; use a telephone/radio; write by hand; sort and file paperwork.
  • Regularly: kneel/crawl; twist; lift, carry, push, and pull objects that weigh up to 50 pounds.
Working Conditions
  • Hours of employment: Requires 24-hour availability. Work shifts may be scheduled seven days a week, any times of the day or night, on weekends, and on holidays. Overtime may be required with little or no notice.
  • Stress from work-related situations such as those involving challenging, important, urgent, time-sensitive, or multiple matters. Ability to work effectively in situations with high levels of stress, such as situations involving emergencies, confined spaces, intense life-threatening conditions, many types of emergencies (including, but not limited to, those involving natural disasters, chemicals, biological waste, explosives, fire, gas leaks, risk of electrical shock, water leaks and flooding and inclement weather conditions).
  • This position may work alone or with co-workers, on and in the vicinity of the University of Portland campus.
  • This position often works outside in various types of weather conditions.
  • The position may often be exposed to dissatisfied, or abusive, individuals.
