Job Description

The Human Resource Supervisor will oversee the overall strategic direction, planning, coordination, administration, and evaluation of all Human Resources (HR) functions within the HR Department. The HR Supervisor will work closely with the HR Management team along with the Program Management team to fulfill the mission set forth by the organization and CFRC program. HR Supervisor will support and enforce the routine functions of the Human Resources department including but not limited to the oversight of program compliance, policies and procedures for workforce planning, talent acquisition, talent management, training and development, employee engagement, recordkeeping, compensation, benefits, and payroll. HR Supervisor will assist in the development of Human Resource policy and procedures in accordance with federal and state employment regulations.

Essential Functions

1. Partners with the leadership team to understand and execute the organization's human resource and talent strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning.

2. Provides support and guidance to HR generalists, management, and other staff when complex, specialized, and sensitive questions and issues arise; may be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations & oversees related meetings.

3. Manages the talent acquisition process, which may include recruitment, interviewing, and hiring of qualified job applicants, particularly for managerial, exempt, and professional roles; collaborates with departmental managers to understand skills and competencies required for openings.

4. Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent.

5. Creates learning and development programs and initiatives that provide internal development opportunities for employees.

6. Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.

7. Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.

8. Proficiency with automated Human Resources Information Systems (HRIS), Applicant Tracking (ATS) Systems and excel/access reporting.

9. Provide fiscal leadership with respect to all grant-related accounting functions and communicate the needs of Finance and internal program or departmental accounting functions to others within program or department.

10. Discover ways to enhance efficiency and productivity of procedures.

11. Keep senior management informed with detailed and accurate reports or presentations.

12. Review reports prepared by managers to determine progress and issues.

13. Provide training on policies and standards of procedures as required.

14. Other tasks and responsibilities as assigned.

Personnel Supervised:

Responsible for supervising the human resources team members (3-7) in collaboration with HR Manager.

Qualification Requirements:
• Bachelor's degree in human resources or related field.
• Three (3) years of previous experience in Human Resources Department.
• Previous experience working with Federal government contracts is a plus.
• Previous experience working in human services fields or similar occupational areas is a plus.
• Proficiency in Microsoft Office suite.
• Proficiency in SharePoint and OneDrive.

Equivalent experience:
• Associate degree in Business Administration or related field.
• HR certifications (PHR, SPHR, SHRM-CP, SHRM-SCP)
• 2-3 years of experience in a Human Resources position.

Working Conditions/Physical Effort:

Work is performed mostly in an office setting. Some overnight travel, public speaking, evening and weekend work are the requirements of the position. Regular computer work is also required. While performing the duties of this job, the employee is required to stand; walk; sit; finger, handle, or feel objects, or controls; reach; climb stairs; balance; stoop, kneel, or crouch; talk and hear. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
