Job Position Highlights:

Position Overview

BizFirst is supporting our client in the hiring of three (3) Financial Analyst II professionals to support the U.S. Navy with day-to-day financial analysis, budget reporting, and supply chain reconciliation efforts. These are key personnel roles responsible for maintaining accuracy, compliance, and efficiency in Navy shipboard financial operations.

Our client is a specialized management consulting firm that engages experienced professionals and consultants to support the federal government with strategic project execution, financial process optimization, advanced IT solutions, and Enterprise Resource Planning (ERP) system implementation. Through innovative transformations, they develop and implement strategies to optimize operations for military departments and agencies across the U.S. Federal Government.

Key Responsibilities
  • Maintain and manage OPTAR financial records, including preparation of Budget OPTAR Reports (BOR) and Financial Transmittal Letters (TL) in accordance with CNSP guidance.
  • Conduct monthly obligation validation and reconciliation activities, including processing OVRs (Obligation Validation Reports), formerly Unfilled Order Listing (UOL), and Difference Listings (DL) designed to emulate SFOEDL.
  • Support compliance with Government Commercial Purchase Card (GCPC) policies and procedures, acting in both Cardholder and Approving Official (AO) roles as needed, and ensuring knowledge of GCPC regulations and processes.
  • Utilize Navy logistics platforms such as RSUPPLY, One Touch Supply (OTS), and other relevant supply and logistics systems to monitor requisitions, track expenditures, and document familiarity with MILSTRIP and MILSTRAP.
  • Perform transaction research and documentation using Military Standard Requisitioning and Issue Procedures (MILSTRIP) and Military Standard Transaction Reporting and Accounting Procedures (MILSTRAP).
  • Use SABRS for at least 2 years in a Navy financial management capacity.
  • Adhere to CNSP financial guidance to produce timely, accurate, and audit-compliant financial reporting.
Required Qualifications
  • Bachelor's Degree (no specific discipline) is required, unless substituted by four or more years of recent, relevant Navy financial management experience.
  • Secret level clearance at the time of award.
  • Navy financial management experience acquired within the last 5 years, including acting as OPTAR Financial Records keeper, generating BOR and TL, and other financial reports as described.
  • Familiarity with GCPC AO and Cardholder regulations and processes.
  • Experience utilizing RSUPPLY, One Touch Supply (OTS), and other supply and logistics systems, with knowledge of MILSTRIP and MILSTRAP.
  • Experience with OVR, UOL, DL, and SFOEDL-related processes.
  • At least 2 years' experience with SABRS.
