Job Summary
The Clinical Treatment Assistant (CTA) supports the Women's Residential Center (WRC) program by assisting clinical, medical, and intake teams in delivering coordinated, trauma-informed, and recovery-oriented services. This position enhances the consistency and efficiency of program operations through direct client engagement, facilitation of group services, and administrative and logistical support. The CTA contributes to maintaining compliance with Oregon Administrative Rules (OARs) for substance use disorder (SUD) residential programs and ensures client-centered coordination of care across multidisciplinary teams.
Education & Experience.
- Bachelor's degree in a QMHA-qualifying field such as psychology, social work, or human services, or an equivalent combination of education, training, and experience that demonstrates the required knowledge and abilities may substitute for the stated degree.
- Experience working within a behavioral health, residential, or outpatient treatment setting preferred.
- Experience applying trauma-informed care, motivational interviewing, and group facilitation preferred.
- Experience with medical coordination or administrative support in a behavioral health environment preferred.
Certificates, Licenses, Registrations and/or Specialized Training
- Possession of a QMHA or CADC I/CADC R with eligibility to obtain a CADC I within 18 months of hire.
Essential Job Duties
- Facilitate SUD treatment groups under supervision to enhance access to recovery and relapse prevention services.
- Provide individual SUD sessions as assigned, ensuring continuity of care during staff absences or coverage needs.
- Support client intake processes, including assisting with ASAM assessments, documentation, and coordination with the Intake Counselor to promote timely admissions.
- Provide administrative support to medical staff to ensure efficient coordination of medication-assisted treatment and related medical services.
- Collaborate with intake and medical teams, as well as external providers, to facilitate referrals and continuity of care for clients with co-occurring needs.
- Coordinate weekly childcare scheduling to ensure reliable access for parents participating in treatment and program activities.
- Serve as the Community Service Coordinator and Prevention Outreach Coordinator, linking clients to approved community service and prevention engagement opportunities.
- Maintain program documentation, records, and operational materials to support efficient milieu and clinical workflows.
- Uphold confidentiality and ethical standards in accordance with HIPAA, 42 CFR Part 2, and professional codes of conduct.
- Support the Client Proposal, Peer Concern, and Client Grievance processes to promote a responsive and transparent service environment.
- Perform all duties in alignment with trauma-informed care, harm reduction, and person-centered service approaches.
Knowledge, Skills, & Abilities
- Knowledge of substance use disorders and evidence-based counseling methods such as Motivational Interviewing (MI) and Cognitive Behavioral Therapy (CBT) to support individualized treatment and behavior change.
- Knowledge of the MHACBO Code of Conduct, counseling ethics, mandated reporting, and legal standards such as CFR 42 Part 2 to ensure ethical, confidential, and compliant clinical practice.
- Knowledge of trauma-informed care principles and the impact of trauma on substance use and recovery to promote safe, supportive client interactions.
- Knowledge of Oregon Administrative Rules (OARs) and ethical requirements for confidentiality, documentation, and service delivery.
- Knowledge of community-based resources (e.g., housing, peer support, recovery programs) and referral processes to connect clients with holistic supports.
- Knowledge of documentation standards and electronic health records to ensure clear, timely, and clinically relevant communication.
- Skilled in conducting substance use assessments and recovery planning under clinical supervision to support individualized treatment goals.
- Skilled in delivering individual and group counseling focused on substance use using structured approaches and established curriculum.
- Skilled in using behavioral health software and electronic records systems for documentation and communication.
- Skilled in organization, task prioritization, and adapting to frequent program needs or interruptions.
- Skilled in collaborating with interdisciplinary staff and external partners to align treatment goals and support client success.
- Ability to apply sound judgment, recognize concerns outside scope of practice, and escalate appropriately to clinical supervisors.
- Ability to adhere to ethical and legal standards in all interactions to protect confidentiality and support client rights.
- Ability to engage in collaborative problem-solving with clients, peers, and teams to address treatment barriers and support progress.
- Ability to prioritize tasks, manage time effectively, and remain present in a dynamic, fast-paced treatment environment.
Other Eligibility Requirements
- Must complete a criminal history background check and receive authorization from the State of Oregon's Background Check Unit.
- Must not be excluded from participation in federal healthcare programs, including but not limited to listings on the Office of Inspector General (OIG) List of Excluded Individuals/Entities and the System for Award Management (SAM) exclusion list.
- Must be legally authorized to work in the United States without sponsorship.
Travel Requirement
- This position does not require regular business travel. Occasional overnight travel may be necessary for training, meetings, or other business needs.

Physical Demands & Work Environment
The physical demands described here must be met by an employee while performing the essential duties of this job. The position involves frequent movement throughout a residential treatment environment and interaction with clients, staff, and visitors.

Work is primarily performed in a residential treatment and office setting with frequent use of standard office equipment such as computers, phones, and printers. The noise level is generally moderate. Employees in this position may occasionally be exposed to crisis or emergency situations and are expected to maintain safety and professionalism in environments where clients may present with unpredictable or escalated behavior. Occasional travel between program sites and to community locations may be required.
