Bilingual Incentive Pay is 7.5% above the Eligibility Specialist III salary.
Ideal Candidate:
The ideal candidate for this position will have a strong emphasis on continuous quality improvement; strong work ethic and ability to prioritize assigned work tasks and follow through in a timely manner; skills necessary to lead, direct and train other eligibility staff; excellent listening and strong written and verbal communication skills; exceptional customer service skills and initiative; solution based problem solving skills; experience in maintaining cooperative relations and communications with customers, management, and staff; ability to maintain a high standard of professionalism; proficiency in Microsoft Office as well as basic knowledge of software and database programs.

Nature of Work:
The primary function of an Eligibility Specialist III is to independently perform complex duties beyond the journey-level classification of the series. They serve as subject matter experts performing the most difficult work and specialized assignments in public assistance programs and act as lead workers for less experienced employees.
Examples of Duties

Typical Duties of an Eligibility Specialist III Include: Providing lead direction and/or training to a unit of workers determining eligibility of applicants; assisting in the development and implementation of procedures; providing services to drop-in clients, performing local help desk functions, completing specialized assignments in areas of investigations, quality assurance and control and fair hearings; explaining regulations, rules and policies to clients and apprising them of their rights and responsibilities and eligibility for participation; organizing and prioritizing caseload/workload so that necessary case records and documents are processed and updated within specific time limits; troubleshooting tasks and/or case issues to determine appropriate resolution of problems; responding to questions and complaints of clients in person, by telephone, mail and/or email communication; participating in special projects, studies, work assignments, meetings, conferences and committees.

As an Eligibility Specialist you may be required to take actions that conflict with your own values. An Eligibility Specialist must be able to accept customers' differences and interact with them in a non-judgmental manner.
Education, Experience & Licenses

Minimum Qualifications
  • One (1) year full time experience in an Eligibility Specialist II classification in an Interagency Merit System (IMS) County;
OR
  • Three (3) years of full time experience determining eligibility for public assistance programs in a public human services agency.
In addition to the education and experience requirements specified in the Merit Systems classification specification, Tehama County requires:
  • Equivalent to completion of the twelfth (12th) grade.
License & Special Requirements:
  • Requires a valid California driver's license.
  • Bilingual Candidates:
    • Must pass a Merit Systems Services written and/or oral bilingual proficiency test (or other appropriate test selected by the County) to qualify.

*Rates listed in this flyer represent a full-time employee's accrual rate and health insurance premium rate. Part-time employees will have pro-rated accruals and health insurance premium rates based on the number of hours they work.

SALARY:
  • Annual salary step increases based upon satisfactory performance and completion of one year of employment (Step A to E).

HEALTH:
  • Approximately 80% of the premium for medical, dental, and vision plan is paid by the County (EPO Plan). The plan covers the employee and all eligible dependents at NO ADDITIONAL COST
  • Employee premiums are $234.54 per month as of January 1, 2025 and $266.97 as of January 1, 2026 for employee and all eligible dependents.

PAID LEAVES:
  • Benefits also include an annual paid leave plan of
    • 96 hours of vacation (increases upon continuous years of service)
    • 96 hours of sick leave
    • 14 paid holidays plus one 8 hour personal holiday
LIFE INSURANCE:
  • Approximately 80% of the premium for a $30,000 life insurance plan for the employee is paid for by the County.

RETIREMENT:
  • A retirement plan through CalPERS.
    • CalPERS Formulas:
      • Classic member = 2% @ 55
      • New Member = 2% @ 62
  • A Deferred Compensation retirement plan option with a County match of up to a maximum of $60 per month.
