Summary
The Director of Emergency Services is responsible for the planning, assignment, communication, and coordination of all available resources in an integrated program of prevention, mitigation, preparedness, response, and recovery for emergencies of any kind, whether from attack, manmade, or natural sources.
The Director is responsible for oversee the development, management and coordination of individual divisions within the department: 911 Operations, Emergency Management, Emergency Planning, Special Operations, and Grants. Ensures the development and implementation of policies and projects with public safety agencies such as local police, fire, emergency medical and emergency management departments, other county departments, municipal leaders and community organization. This role requires strong administrative, communication and implementation skills.
Our DES department consists of nearly150 employees, 2/3 of those staff are dedicated to 911 operations, a $16M budget, a fleet of emergency vehicles and is responsible to serve the County population of over 576,000 residents. Delaware County is the second most densely populated county in Pennsylvania, home to major industry, a portion of Philadelphia International Airport, and areas of significant flooding; the entire Eastern portion of our County borders the Delaware River.
Essential Duties
- Plans, assigns, and coordinates emergency management resources for prevention, mitigation, preparedness, response, and recovery
- Reviews and adjusts policies and procedures, researching best practices and ensuring successful implementation
- Ensures and promotes the proper use of the 911 system for County residents and visitors
- Provides direct reports to elected members of Council and represents the department at public meetings.
- Supervises administrative and uniformed staff members.
- Promote staff development through coaching, counseling, delegation and by example
- Evaluates and adjusts the organizational structure of the department
- Develops and supports specialized teams for crisis and consequence management
- Responds to major incidents and assists local jurisdictions in the resolution of those incidents
- Coordinates activities of 10 divisional managers, including: Communications, Training, Records, Emergency Management, Special Operations, Volunteers, Technology, Fleet, Hazardous Materials, and Homeland Security.
- Oversees career development, training, certification, and discipline of employees.
- Maintains lead authority for proper use of law enforcement sensitive information.
- Develops and administers the Department's annual operating budget and capital budget.
- Oversees operational needs of buildings, facilities, remote sites, and equipment locations, including leases and land use changes.
- Serves as special events coordinator for large-scale public events.
- Manages a diverse fleet of vehicles, trailers, and mobile equipment, ensuring licensing and competency of drivers.
- Coordinates with public utility and state agencies to address community concerns and respond to critical events.
- In coordination with County Communications Department, provides information to media utilizing press releases, social media, on air (radio and television) in preparation for incidents and during emergencies.
- Provide timely updates on critical events to internal team of Executive Director, Communications, and Council
- Works closely with PECO, PennDOT, SEPTA, PEMA, AQUA, PSP, neighboring counties, and the PA Departments of Health, Environmental Protection, Fish & Game, National Guard, and Natural Resources.
- Represents Delaware County on the 5-County Regional All-Hazards Task Force.
- Develops investment justifications and administers Federal and State Homeland Security grants.
- Plans and executes agreements, contracts, and policies involving the sharing of government services, both interstate and intrastate.
Qualifications
• Experience in public safety.
• Master's degree preferred

Physical Demands
While performing the duties of this position, the employee is regularly required to sit, talk, or hear. The employee may occasionally need to walk, stand, bend at the waist, climb stairs, or lift and move items. Travel to remote sites, facilities, and inter-county/state meetings is required.
