Job Summary
The Office of Research and Sponsored Programs Administration (ORSPA) at ETSU is seeking a Grants and Contracts Specialist I or II. ORSPA is the central administrative unit that supports the ETSU community in the solicitation, acquisition, and administration of externally funded projects for research, teaching, service, and other sponsored activities. Grants and Contracts Specialists provide administrative, technical, and professional support throughout the sponsored project lifecycle. They ensure the timely and compliant submission of proposals, negotiation and setup of awards and subawards, and adherence to sponsor and institutional policies governing sponsored research.
The Grants and Contracts Specialist I provides analytical, technical, and professional support to the university community. This role assists with proposal preparation, award setup, reporting, and training, and ensures compliance with federal, state, sponsor, and university regulations. The Specialist I coordinates timely submissions, fosters positive relationships with investigators and sponsors, contributes to continuous improvement efforts, and pursues ongoing professional development in sponsored programs administration.
The Grants and Contracts Specialist II applies advanced analytical, technical, and professional knowledge to guide sponsored programs administration across a diverse and complex portfolio. This position provides direction on best practices for proposal development and project management, interprets sponsor and institutional policies, and ensures all requirements are met prior to submission and award acceptance. The Specialist II serves as a liaison with investigators and sponsors, supports training and staff development within ORSPA, contributes to continuous improvement initiatives, and actively engages in advanced professional development, including progress toward certifications such as the Certified Research Administrator (CRA).

- Considerable experience developing and reviewing proposals for grants, cooperative agreements, and contracts from a variety of sponsors (e.g., NIH, NSF, DOE, State agencies, Foundations, Industry).
- High proficiency in electronic systems and computer applications, including MS Office Suite (Word, Excel, PowerPoint, Outlook), Adobe Acrobat, and commonly used tools for word processing, spreadsheets, databases, and web-based platforms (e.g., SharePoint, DocuSign).
- Strong analytical, problem-solving, and quantitative skills, including math and reading comprehension.
- Strong, clear, and effective interpersonal and communication skills, with proven ability to collaborate effectively across diverse disciplines and backgrounds, build and maintain collaborative relationships, and deliver excellent customer service.
- Proven ability to work independently and as part of a team, exercising sound judgment, discretion, and maintaining confidentiality.
- Working knowledge of budgetary processes and demonstrated ability to develop accurate and appropriate budgets for a variety of sponsored projects.
- Demonstrated competency in applying federal and state regulations, policies, and guidelines governing sponsored research, including OMB Uniform Guidance (2 CFR 200), and those pertaining to financial conflicts of interest, responsible conduct of research, and research security.
- Proven ability to provide strategic guidance and operational support across the full grant lifecycle, including interpreting regulations, advising stakeholders, and implementing best practices to achieve program objectives.
Grants and Contracts Specialist I
- Bachelor's Degree plus two (2) years of professional work experience or equivalent combination of education and experience.
- Bachelor's degree and at least three (3) years of progressively responsible experience in research administration within a non-profit, government, or academic research organization, or an equivalent combination of education and experience.
Grants and Contracts Specialist I
- Experience with sponsored project administration or fiscal management in a non-profit, government, academic research organization, or related business field.
- Familiarity with regulations, as well as sponsor and institutional requirements governing sponsored programs and related compliance standards.
- Considerable experience working in grants management systems (e.g., InfoEd, Kuali) and sponsor sites (e.g., research.gov, eRA Commons, G5, grants.gov).
- Earned CRA, CPRA, CFRA, or must obtain within 2 years of hire.
- Master's degree in a related field
