(Anticipated Hiring Range: ($23.85 - $25.06/ hourly)
Positions assigned to this class are responsible for investigating potential violations of municipal and state laws, ordinances, codes, and regulations, including litter and zoning ordinances. Incumbents provide information and general assistance to homeowners, tenants, and the public.
Essential Duties

The following are intended to describe core work functions of this classification. While the level and broad nature of essential duties may not change, specific work tasks may vary over time depending on the City's needs.

  • Investigate complaints of violation of local and state laws, ordinances, or codes; conduct follow-up investigations to ensure compliance with codes or ordinances.
  • Communicate with property owners and tenants by phone, letter, or in person to explain the purpose of the inspection and schedule a visit; following the inspection, identify and inform the owner of any required corrective actions.
  • Research property ownership and tenancy information to prepare and issue notices of violations.
  • Pursue corrective actions and abatement through letters, memos, and correspondence. Document and maintain records of code enforcement activities.
  • Provide information to violators and the general public regarding codes, laws, and ordinances.
  • May provide court testimony related to code violations.
  • Support the city's policies, goals and objectives and work with management and other staff to ethically achieve such goals and objectives; ensure compliance with safety procedures.
Minimum Qualifications

Education and Experience
Must possess High School Diploma or GED and two (2) years paid full-time experience associated with city planning, zoning enforcement, or law enforcement, or an equivalent combination of education and experience.
Supplemental Information

Knowledge
  • Safe and efficient work practices as they relate to code enforcement; basic principles, practices and techniques of code enforcement, general city services and municipal organizational structure as they relate to code enforcement.
  • City, state, federal and department procedures, policies and guidelines; city code; building codes; planning and zoning ordinances; property maintenance ordinances, construction terminology; code enforcement techniques.
  • General office procedures; customer service principles; basic mathematics.
  • Knowledge of how to conduct field inspections, gather evidence, and document violations.
  • Techniques for de-escalating confrontational situations and negotiating voluntary compliance.
Skills
  • Establishing and maintaining cooperative working relationships with coworkers and other individuals in contact during the course of work; communicating clearly and concisely; following instructions.
  • Operating a personal computer utilizing code enforcement software, GIS systems, mobile inspection tools, and standard Microsoft Office applications.
  • Interpreting laws, ordinances, codes, and regulations.
  • Reading maps, plats, and drawings.
  • Managing multiple cases, deadlines, and field inspections efficiently.
  • Ability to safely navigate various environments and recognize potential hazards.

Pre-employment Requirements
Candidates who are selected for appointment may be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification, and may be subject to a drug/alcohol test, medical, polygraph and/or psychological evaluation. Candidates who are appointed will be required to possess a valid Arizona driver's license during employment with the city, to operate a vehicle, and to meet the transportation needs of the position.

License/Certification
Must obtain a Level I Basic Code Enforcement Academy certification from the Arizona Code Enforcement Association within one year of appointment.

Physical Demands and Work Environment
Work is performed in a standard office environment and outdoors. May require frequent standing, walking, bending, stooping, sitting and operation of a personal computer. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 25 pounds. Requires operation of a vehicle.
