Title: Application Development Analyst
Location: Tallahassee, FL
Duration: 6 months with the possibility of extension

Job Description:

Client seeks an experienced Application Development Analyst to provide advanced-level application development, support, and maintenance services for various business applications within the Office of Technology and Information Services (OTIS). The analyst will contribute to full-stack development, database programming, documentation, and troubleshooting while working closely with cross-functional technical teams.
Key Responsibilities
  • Maintain, enhance, troubleshoot, and support agency business applications.
  • Research and document program requirements based on user needs.
  • Translate requirements into technical specifications and write high-quality application code.
  • Develop and maintain user manuals, guidelines, and system documentation.
  • Collaborate with systems analysts, software engineers, and network administrators to resolve system issues.
  • Provide guidance, support, and mentoring to junior developers.
  • Participate in reviews, testing, and quality control processes.
  • Prepare and submit time reports and documentation required by client for deliverables.
Required Qualifications

Education
  • Bachelor's degree in Computer Science, Information Systems, Information Technology, or equivalent work experience.

    Required Technical Skills
  • 7+ years Java development using:
    • Struts/Tiles, Struts 2
    • Servlets/JSP
    • JPA/Hibernate
  • 5+ years with Oracle Database including:
    • DML/DDL development
    • PL/SQL and complex queries
  • 3+ years with JavaScript frameworks:
    • ngularJS, NodeJS, React, or jQuery
  • 3+ years as a full-stack developer
  • Experience with:
    • Responsive front-end design (Bootstrap preferred)
    • Git or other code repositories
    • Jenkins (or similar CI tools)
    • UML
    • TOAD, SQL Developer, SQL Navigator
    • Relational and object-oriented design
    • ISDM methodology
  • Strong problem-solving skills, ability to work independently, and ability to manage priorities.

    Preferred Qualifications
  • Oracle Certifications
  • Experience with Agile (Scrum, XP, Kanban)
  • Docker or other virtualization technologies
  • GIS application development
  • RESTful web services
  • Experience with environmental regulatory systems
  • Familiarity with DEP technical environment
