Leidos is seeking a highly skilled Transportation Engineer to spearhead innovative transportation research programs and initiatives across various government levels. We are looking for a candidate with a robust background in transportation safety, operations, and data, who has a track record of managing intricate projects, nurturing client relationships, and delivering exceptional project outcomes. A deep familiarity with State DOT safety and operations programs, supported by a history of relevant projects and publications, is a must.
Key Responsibilities:
- Program and Project Management:
- Lead as the Program Manager for a Federal safety research contract.
- Act as the principal liaison for clients, subcontractors, and internal teams.
- Oversee transportation safety, operations, and data research projects for various governmental clients.
- Create, execute, and manage project plans, schedules, budgets, and deliverables.
- Delegate tasks to team members, ensuring high standards of progress and quality.
- Build and maintain strong client relationships while effectively managing project logistics.
- Exhibit leadership skills with a collaborative approach to engage with supervisors, colleagues, and corporate partners.
- Provide strategic insight and guidance to clients.
- Technical Leadership:
- Serve as the technical lead for project teams, driving the project's vision and outcomes.
- Demonstrate comprehensive knowledge of transportation system safety and operations, including TSMO strategies.
- Identify research opportunities related to safety countermeasures, implementation, and utility across the project life cycle.
- Conduct safety reviews of current infrastructure and designs, recommending improvements and collaborating on resolutions.
- Manage and implement intelligent transportation systems, such as real-time traffic monitoring and traffic signal networks.
- Coordinate maintenance activities and manage traffic control devices and other transportation assets.
- Ensure all transportation operations align with established safety guidelines and best practices.
- Proposal Development:
- Lead the strategy and writing of proposals for new transportation research projects.
- Contribute to developing compelling content and accurate labor estimates.
Required Qualifications:
- Master's degree or higher in Transportation Engineering, Civil Engineering, Systems Engineering, or a related field.
- 12+ years of relevant experience, particularly in managing transportation projects in safety, operations, or data research.
- Experience with State and local DOTs, the Federal Highway Administration (FHWA), and/or USDOT ITS Joint Program Office.
- Strong grasp of transportation research methodologies, data analysis, and program management practices.
- Demonstrated experience in managing project budgets, invoicing, and compliance.
- Proficiency in engaging with diverse stakeholders including government agencies and internal teams.
- Business development expertise in identifying opportunities and forging strategic partnerships.
- Eligibility for a Public Trust clearance and legal authorization to work in the U.S. without sponsorship.
Preferred Qualifications:
- Understanding of IRB, safety research projects, and vulnerable road user research.
- Active Project Manager's Professional certification.
- Familiar with multi-modal transportation planning principles.
- Experience in areas such as Operations, Safety, Connected and Automated Vehicles (CAV), Intelligent Transportation Systems (ITS), TSMO, shared mobility, and active transportation.
- Experience in business development through proposal writing and client relationship management.
