Description: Position Summary: The Office of Diversity, Equity, Inclusion and Belonging (DEIB) includes a diverse portfolio of offices, including the Officeof Organizational Development, Talent and Culture(ODTC),Office of Supplier Diversity, (OSD) Office of Equal Opportunity and Diversity Management (OEO), Strategy Office (SPACE) Office of Business Development (OBD). These teams work together to assist the Chancellor in achieving the vision of Equity and Excellence for All. The Director, Data Research and Evaluation will oversee the team of Diversity Coordinators to lead data collection, management, analysis, and reporting. The Director, Data and Evaluation will ensure timely, accurate, and high-quality data and evaluation supports to the mission of the Office of DEIB, as well as overall team performance. Performs related work. Reports to: Chief Diversity Officer, DEIB Direct Reports: M/WBE Diversity Coordinator; consultants Key Relationships: DEIB Leadership, OSD, OBD, ODTC, Office of Space Management, OEO, DIIT, DCP and external partners. Responsibilities Oversee data collection and evaluation policies and activities to support development and improvement of DEIB initiatives. Lead and manage results of data collection and analysis, plan follow-up activities to support culture change initiatives, and make recommendations for policy and program design improvements. Lead the development and refinement of communications to various employee audiences - staff members, supervisors, senior leaders, and the New York City Public Schools (NYCPS) Cabinet – e.g., to share results and communicate expectations and structures for action. Collaborate with DEIB colleagues, NYCPS stakeholders, and external partners in planning, preparing and communicating about annual employee surveys, data collections, and/or research findings, to develop recommendations and structures for the improved efficiency of educational operations and/or functions. Lead partnerships with NYCPS stakeholders and external partners, and oversee research team, to compile employee base data file and to collect, analyze, and present results of the annual employee survey. Oversee quantitative and qualitative data collection to identify core issues, generate insights, and make recommendations related to workstreams within DEIB and connect and apply data to broader organizational questions. Oversee and ensure dependability and accuracy of data on reports published on external and internal websites where appropriate. Lead the development and refinement of data collection tools (such as online and paper surveys, registration data, focus groups, etc.), analysis tools (graphs, charts, online database, dashboards, etc.), data management processes, and research designs and processes; ensure overall quality and alignment with research questions and strategic goals and priorities. Create new and/or refine existing systems and processes designed to track short-term, intermediate, and long-term program outcomes, e.g., participant learning, organizational impact, and return on investment. Manage the reporting efforts for multiple audiences, including NYCPS Senior leadership, including monthly, quarterly, and annual reports. Develop and review program and research proposals and provide guidance to the Chief Diversity Officer as it relates to measuring the metrics associated with the program or proposal. Archive business rules and data to facilitate answering inquiries and conduct year-over-year comparisons. Manage organizational and programmatic assessments and reporting from external partners and provide feedback. Lead internal data entry, cleaning, analyses, warehousing, and report writing as needed. Work with leadership team and other offices/units to respond to external requests for data and information. Work cross-functionally and both provide and obtain analysis for other research divisions in NYCPS. Lead data management and reporting for DEIB including running data reports and conducting data pulls from the NYCPS data system to support research and evaluation activities. Lead the design and implementation of initiatives to assess and improve organizational effectiveness, employee engagement, and workplace culture across NYCPS central, district, and borough/citywide offices Determine adequacy of existing NYCPS data systems and operations generating relevant data, identify changes needed and work with appropriate managers and staff to implement. Model and ensure the quality and integrity of data, throughout processes including data imports/exports, storage, manipulation, analyses, and security. Work with CDO to make recommendations on strategic DEIB assessments; workplace culture; people growth and development; and succession planning, retention, leadership development; program design and implementation. Analyze, develop, and implement strategy and for individual-level and organization-wide feedback structures, to promote performance and organizational culture, grounded in agency priorities. Support the creation and maintenance of program participation tracking systems. Support the creation and maintenance of standard operating procedures to ensure consistency an quality data products. Envision and usher through completion deliverables reports, data dashboards, decks, etc. Ensure follow-up and timely completion of reports and deliverables from staff and partners. Source, review, organize, and disseminate evaluation resources and tools. Research best practices, analyze data, and prepare reports to communicate findings. Lead additional research functions, e.g. researching best practices for strategic planning. Support the Diversity Coordinator team’s learning, growth, and engagement needs. Qualification Requirements: Minimum A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management. Eighteen (18) months of this experience must have been in an executive, managerial, administrative, or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience in the areas described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above. An associate degree or completion of 60 semester credits from an accredited college and six years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above. A four-year high school diploma or its educational equivalent approved by a State’s department of education or a recognized accrediting organization and eight years of satisfactory full-time professional experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above. A combination of education and/or experience equivalent to “1”, “2”, “3”, or “4” above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However, all candidates must have a high school diploma and at least two years of experience as described in “1” above, including the 18 months of executive, managerial, administrative, or supervisory experience, as described in “1” above. Plus Course work or work experience in mathematical and statistical concepts to support sophisticated data analysis. Excellent analytical skills and experience gathering, analyzing and interpreting data. Excellent communicator, with the ability to convey the passion and urgency of the NYCPS agenda both in speaking and writing. Ability to develop concise and powerful policy summaries and presentations for internal and external leadership audiences. Ability to work effectively with diverse groups in a fast-paced, deadline-driven environment. Preferred Enjoys detail-oriented thinking, thrives in a fast-paced environment, works collaboratively and cross-functionally, and is interested in many aspects of education reform, policy, and implementation. Self-starter with entrepreneurial spirit. Proficiency with SAS, SQL, Stata, R, or other statistical/data management programming languages. Familiarity with current research and concepts in organizational effectiveness and culture. Familiarity with a wide range of analytical and presentation tools. Experience with work product synthesizing and the ability to present complex information and compelling ideas to a wide variety of audiences. Background and experience in planning, implementing, and evaluating adult learning initiatives. Clear communicator; excellent writing and editing skills. Experience in building relationships with diverse constituencies. Excellent interpersonal skills in dealing with education and non-education personnel, internal and external to the NYCPS. Strong ability to scope and structure issues and develop project plans to guide work. Experience or working knowledge of the public sector and/or demonstrated interest in public education. Willingness to work beyond the boundaries of the job description to contribute to a powerful team committed to a new future for urban education. Expert with Microsoft Excel, highly proficient or expert with Microsoft Word, PowerPoint, and Access, including the design of complex reports and queries. Salary: $152,000 - $167,200 (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
