Under the direction of the Director of MWBE Compliance Monitoring and Enforcement, the Manager of Special Projects is responsible for data-driven project management related to Minority-/Women-owned Business Enterprises (M/WBE)/DEIB programs and policies. The Manager of Special Projects responds to specific issues of significance relating to ongoing M/WBE/DEIB work within the department. This position serves as a point person for the specialized workflows related to M/WBE operations, practices and procedures. Performs related work. Reports to: Director of MWBE Compliance Monitoring and Enforcement Direct Reports: N/A Key Relationships: Executive Director of Office of Supplier Diversity, Chief Diversity Officer, DEIB Chief of Staff and Senior Managing Director of Operations. Responsibilities Data and Compliance Reviews M/WBE law & policy, particularly as it relates to Administrative Code 6-129- MWBE Subcontractor goal setting. Performs post analyses to identify open solicitations that are appropriate for the M/WBE subcontracting goals. Analyzes system-wide contracts and purchasing data to assist the office in reaching MWBE subcontract goals. Works with New York City Public Schools (NYCPS) central program offices and Division of Contract and Purchasing (DCP) Chiefs to review scope of work documents on upcoming solicitation to determine subcontracting opportunities. Analyzes the effectiveness of programs and attainment of M/WBE utilization goals and subcontracting goals and evaluate needs for expansion and/or areas in need of improvements. Organizational Research Project manages priority workflows decided by the Chief Diversity Officer while collecting and analyzing progress monitoring data to determine impact of initiatives. Conducts research and data analysis to inform decision-making and program development. Applies structured, thoughtful analytical approaches to the examination and resolution of a wide variety of special education issues. Manages projects for the development and revision of policies, strategies and operating procedures related to special education initiatives, in conjunction with the Director and other members of the DEIB leadership team. Utilizes data to prepare guidance materials on policies/ procedures and systems affecting DEIB staff. Policy Implementation Supports in creating structures, systems, and processes that foster and facilitate planning, performance management, and data and accountability, as well as the development, coordination, integration, implementation, communication, and evaluation of agency policy. Special Projects Formulates and directs the conduct of needs assessments and process improvements for each office as necessary. Manages a variety of special projects that require immediate decisions with a high degree of research and analysis; evaluates results and presents recommendations to senior staff to be used as a basis for policy decisions. Works independently on short term projects. Qualification Requirements: Minimum A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies, or a closely related field, or a Juris Doctor degree from an accredited law school and two years of satisfactory full-time professional experience, for educational program(s) and/or institution(s) in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting economic or financial administration, fiscal or economic research; management or methods analysis, operations research, organizational research or program evaluation; educational, personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, fiscal management, or a related area, 18 months of this experience must have been in an executive, managerial, administrative, consultative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or A baccalaureate degree from an accredited college and four years of satisfactory full-time professional experience as described in "1" above, including the 18 months of executive, managerial, administrative, consultative or supervisory experience described in "1" above; or Education and/or experience equivalent to “1”, or “2” above. Graduate education in areas other than those mentioned above, may be substituted for the professional experience, but not for the 18 months of managerial experience described in “1” above, at the rate of 15 graduate semester credits from an accredited college or university for 6 months up to a maximum of 1 year of professional experience. However, all candidates must possess a baccalaureate degree from an accredited college and 18 months executive, managerial, administrative, consultative or supervisory experience, as described in “1” above. Preferred Background in the creation and implementation of diverse initiatives with a deep passion for advancing equity-related work. Hands-on experience in procurement functions, entering and retrieving data from automated information systems, specifically VENDEX (now PASSPort) and The City’s Financial Management system (FMS). Excellent writing and communication skills, including experience writing briefing memos for senior management. Organizational, analytical, verbal, and mathematical skills and the ability to work in a proactive, independent manner. Background in the creation and implementation of diversity initiatives, including recruitment efforts. Successful experience building a team environment. Background in the administration of supplier diversity programs, e.g., M/WBE. Highly skilled in Microsoft Office 365 applications. Salary: $110,969 - $122,065  (Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
