Fiscal Supervisor III, Grant Accounting

DEFINITION: Supervises and coordinates all phases and functions of a financial program, including program implementation, data management, training, accounting, fiscal monitoring, budgeting, and audits. Provides expertise and knowledge for various grant accounting functions for all grant accounting staff and grant managers throughout the system. Oversees restricted grant accounting processes and procedures including, federal grant fiscal compliance, grant budgeting, chart of account maintenance, review and approval of expenditures, purchase orders, positions. Prepares the schedules and documentation for and oversees the annual federal Single Audit of federal programs. Supervises clericals and accountants. EXAMPLES OF DUTIES: Supervises, reviews, approves, and answers questions concerning work of employees under direct supervision. Establishes priorities and maintains operating procedures for the office. Assign and monitor workload of grant accounting staff. Maintains grant accounting policies and procedures and internal controls. Establish and oversee a systemwide quality assurance process to ensure compliance with grant policies, procedures, approved grant budgets, position management, and accurate financial reporting for grants. Research federal and other grant regulations and guidance and advises grant managers and grant accounting staff on related Fiscal compliance issues. Develops training materials and provides training to grant accounting staff and grant managers in schools and offices. Reviews journal entries, grants payroll entries, and other transactions for accuracy, completeness, and compliance with procedures. Maintains annual calendar of key dates/schedules. Coordinates timely close out at year end and grant end dates to facilitate closing and filing of state reports. Coordinates monthly billing of grant expenditures with funding authorities. Reviews and reconciles grant fund reports and activity monthly. Prepares grant Budget Status reports for the Chief Financial Officer, Chief Academic Officer, and other senior management staff. Coordinates year-end preparation and submission of grant Annual Financial Reports (AFR) required for all grants. Reviews AFR’s for accuracy. Prepares grant fund financial statements for the Annual Comprehensive Financial Report (ACFR). Oversees the annual Single Audit of federal grants and prepares the annual Schedule of Expenditures of Federal Awards (SEFA) and related notes and reconciliations. Coordinates collection of audit documentation for the ACFR, SEFA, and grant compliance testing by external auditors. Evaluates, monitors, and implements compliance with governmental accounting standards and accounting procedures. Analyzes and interprets administrative data and provides information to the Accounting Manager. Oversees implementation of grant accounting systems and processes in the Financial ERP system. Performs other duties as assigned. MINIMUM QUALIFICATIONS: Education, Training and Experience: Bachelor’s degree in accounting, business administration or finance. Six years of professional experience in accounting, finance, or a related field. Three years of supervisory experience. Experience in accounting and Fiscal compliance for federal grants. Experience with CGI and/or Oracle ERP systems preferred. Note: Other combinations of applicable education, training, and experience that provide the knowledge and skills necessary to perform effectively in the position may be considered. Licenses and Certifications: Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), or Certified Government Financial Manager (CGFM) preferred. Knowledge, Skills, and Abilities: Thorough knowledge of the principles and practices of accounting, payroll accounting, budget formulation, financial analysis, and reporting. Thorough knowledge of financial and accounting computer applications/ERP systems. Knowledge of Federal grant Fiscal compliance requirements and Uniform Guidance regulations. Knowledge of Federal Single Audit compliance Supplement requirements. Skill and ability in the preparation of financial reports in conformity with the criteria of Generally Accepted Accounting Principles. Skill and ability to communicate effectively orally and in writing with school, government, and other individuals as required. Skill and ability to organize, plan, and execute work with minimal supervision. Skill and ability to supervise. assigned employees. Ability to maintain confidential information. Skills in complex analysis and reconciliations. Advanced computer skills with Excel, Word, and other business software applications. PHYSICAL AND ENVIRONMENTAL CONDITIONS: The work of this class is generally sedentary and performed in an office environment. CONDITIONS OF EMPLOYMENT: Employees may be required to work beyond their normally scheduled hours with little or no advanced notice. Work schedules may include nights and weekends. FLSA: Exempt SALARY: Grade 08 on the BCPS OPE 12 Month payscale $87,151 - $137,429. Eligible for the Baltimore County Employees’ Retirement System.
