The Office of Research and Policy Innovation (ORPI) brings together four units that provide critical policy-related information to agency leadership. ORPI also supports a broad network of homeless services providers, as the official NYC government partner for federal Housing and Urban Development (HUD) grants. Housed within ORPI, Federal Homeless Policy and Reporting (FHPR) directs the NYC Continuum of Care (CoC). The CoC is a planning body that manages year-round planning efforts for HUD CoC program funding to address the housing and service needs of persons experiencing homelessness in NYC.The CoC team is responsible for submitting the annual collaborative application to HUD in response to the bi-annual CoC Program Notice of Funding Opportunity (NOFO) for approximately $ million. The CoC team directly manages a $1.5 million planning grant and oversees project operations and fiscal management of approximately CoC-funded projects. The CoC team are the agency’s lead content experts on HUD policy and national trends in homelessness. The CoC team are also responsible for ongoing community engagement and cultivation to maintain a strong stakeholder and consumer network.ORPI is recruiting for one City Research Scientist (CRS II) to function as a CoC Project Manager within the CoC team who will: -Support the NYC CoC’s submission of the annual CoC Program Notice of Funding Opportunity (NOFO), as well as other ad hoc HUD funding opportunities.- Manage and coordinate CoC committees in alignment with Steering Committee priorities.- Support ongoing engagement of existing service providers and stakeholders within the CoC network, while also cultivating relationships with prospective providers.- Manage and maintain components of the CoC’s online platform to ensure content is accurate, relevant, and accessible to a wide audience.- Facilitate cross-agency collaborations to advance the CoC’s mission of ending homelessness and strengthening a diverse network of providers, advocates, and community members.- Monitor and analyze project performance metrics, including HUD system performance measures, to support data-driven decision-making and continuous improvement across CoC programs.- Develop and implement project timelines and work plans to ensure timely completion of CoC initiatives and compliance with federal and local requirements.Work Location: 4 WTCHours/Schedule: 9:00 am to 5:00 pmCITY RESEARCH SCIENTIST - Minimum Qualifications1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have: 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or 3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above. NOTE: Probationary Period Appointments to this position are subject to a minimum probationary period of one year.Preferred Skills- Self-motivated professional with track record of accomplishing projects on time - Project management experience, including projects with multiple government and non-profit stakeholders. - Experience in research and performance evaluation. - Proficiency with Microsoft Office Suite products, specifically Excel and have a working knowledge of data analytics and business intelligence tools. - Experience disseminating research findings through written reports and presentations. - Working knowledge of federal and state social policies and social service programs.Public Service Loan ForgivenessAs a prospective employee of the City of New York, you may be eligible for federal loan forgiveness programs and state repayment assistance programs.
