Posted Date 1/4/2024 Post End Date 2/1/2024 Job Description This is service, maintenance, and repair work at the lead worker level coordinating services provided by Jacksonville Sheriff Office inmates. Requirements include skilled craft work making repairs for existing plumbing, HVAC, electrical, mechanical, security and life safety equipment and systems. Work requires knowledge of the techniques, methods, work routines and procedures used in custodial work and minor facility repair work. This is accomplished using specialized skills which are acquired through training and job experience. Schedules, distributes, oversees and guides the work of others. Contacts with others require skills in understanding and/or influencing people and are important in providing services, including skills of persuasiveness, assertiveness, and sensitivity to others point of view that are required to influence behavior, change an opinion, or turn a situation around. The work is fairly routine following routines, standing instructions, and established procedures, but some variation in the sequence of procedures used is permitted based on situations encountered in the workplace. The work is performed in a somewhat uncontrolled environment where there are some risks and hazards, but they are generally known, predictable, and mostly controllable. Operates hand tools, power tools, machines and equipment, personal computer, and motor vehicles. The physical demand consists of walking, standing, sitting, and bending, and includes exposure to dust, dirt, and other unpleasant conditions and moving or lifting equipment and tools weighing 50 pounds or more. The work is performed under general supervision where the work assignments are varied and, although subject to standard practices and procedures, the worker is permitted some latitude to set own priorities subject to supervisor’s approval. Examples of Work Coordinates the work provided by inmates of the Jacksonville Sheriff’s Office who are assigned to work at the various Sheriff’s Office facilities. Coordinates with Management staff to plan daily tasks to meet facility needs. Coordinates the transportation of inmates which may entail driving the inmates to and from the correctional facility. Assigns, directs and monitors inmates in accomplishing daily tasks such as maintaining the grounds, steam cleaning equipment, minor repairs to the facility, and performing custodial duties. Inventories and orders various cleaning products and maintenance supplies. Maintains records and prepares reports. Follows and enforces all safety rules and regulations required by the Jacksonville Sheriff’s Office. Performs minor repair of electrical, plumbing, HVAC, mechanical and security systems, and life safety systems. Repairs and maintains doors and windows, screens, jambs, sashes, and moldings. Plasters, caulks, and waterproofs as needed. Performs minor roof and carpentry work including framing, and drywall installation and repair. Repairs and replaces locks, shades, and glass. Performs block and brick masonry. Replaces floor, ceiling, and ceramic tile. Operates a motor vehicle. Demonstrates proficiency in the City of Jacksonville’s competencies. Performs related duties as required. Knowledge, Skills and Abilities Knowledge of work routines and procedures, equipment, tools, and materials used in custodial, maintenance, and repair work. Knowledge of supervisory theories, principles and practices. Knowledge of safety hazards and procedures relating to using cleaning solutions and maintenance. Skill in communicating verbally and in writing. Skill in prioritizing projects. Ability to direct, assign, and monitor the work of others. Ability to repair, maintain and inspect equipment used in custodial and building maintenance work. Ability to read, interpret and apply plans, specifications, and procedures. Ability to read blueprints and sketches. Ability to establish and maintain effective working relationships. Ability to operate personal computers. Ability to lift and move objects weighing 50 pounds or more. Ability to operate a motor vehicle. Ability to make mathematical calculations and verify conformance to work specifications. Ability to operate vehicles with a gross vehicle weight rating of 8,000 pounds or more but less than 26,000. Knowledge of techniques, methods, and procedures used in minor repairs of electrical, plumbing, HVAC, mechanical and security systems, and life safety systems. Knowledge of techniques, methods, and procedures used in structural repairs to buildings and fixtures. Knowledge of the carpentry, glazing, roofing, and crafts associated with structural repairs. Knowledge of the materials, tools and equipment used in structural repairs. Knowledge of the techniques, methods, and procedures used in minor repairs of electrical, plumbing, heating, and air conditioning. Knowledge of associated occupational hazards and safety precautions. Skill in the care and use of materials, tools, and equipment used in structural repairs. Ability read and apply written job-related materials. Ability to communicate effectively. Ability to work independently with little supervision. Open Requirements/Supplemental Information Three years’ of education and/or experience in the general cleaning and maintenance of buildings, facilities, grounds and supply maintenance. This experience must include repair work in a plumbing, electrical or air conditioning and heating field, of which one year must have been in the capacity of a lead worker or inspector. Probationary period for this class is six (6) months. This classification performs safety-sensitive functions and is subject to pre-employment, random and other drug/alcohol testing programs as set forth in the City of Jacksonville’s Drug Free Workplace Policy (0401). Licensing/Certification/Registration City of Jacksonville certification as a public driver must qualify prior to appointment, obtain and maintain during employment in this class. Welding certification is preferred. Must obtain Criminal Justice Information Services (CJIS) certification within 90-days of appointment to this classification.
