Job Overview:Our client requires a Senior Business Analyst (SBA) to support their Management Information System operations. To support this effort, they are seeking an experienced Senior Business Analyst to be a member of the operations team. The Senior Business Analyst must be very comfortable understanding the contracts, the business functions, and the requirements for multiple contractors.The client is moving away from a monolithic system with 14 different business functions to an interoperable, modular system based on a Service Oriented Architecture (SOA). Although this position will not be part of the transition project, the position and responsibilities will be evolving as we move farther down this path.The Senior Business Analyst will be responsible for reviewing, understanding, and commenting on user documentation, system documentation, system change requests, detailed system design documents, test results, and approving artifacts such as related to the program, project, or software. The Senior Business Analyst must also understand contracts, contract monitoring, and be able to verify the contract requirements are met. The Senior Business Analyst will be working directly to support the business areas and ensure their understanding of the contractor's responsibilities and activities.The Senior Business Analyst must be very knowledgeable of Federal standards and regulations. These standards and regulations include but are not limited to: Medicaid Information Technology Architecture (MITA), CMS Seven Conditions and Standards, Outcomes- Based Certification (OBC), 21st Century Cures Act (Cures Act), Health Information Technology for Economic and Clinical Health act (HITECH act).REQUIRED QUALIFICATIONS:The Senior Business Analyst should be experienced with the following Knowledge, Skills, and Abilities: Experience:7 years of experience as a Senior Business Analyst with 3 years working on requirement development and management.5 years of experience in MMIS or domain knowledge of Medicare, Medicaid or with a major health care payer2 years of experience with contract monitoring or Request for Proposal (RFP) developmentAbility to work independently with minimal direction from State or other team members.Experience working with virtual and in house team memberExpert/Advance experience in using SharePoint, Office 365, Video conferencing software such as Webex/TeamsSkills:Project ManagementStrong understanding of project management framework andsoftware development life cycle.Handle competing priorities in a dynamic environment.Strong analytical and problem-solving skills.
