Plan Review Coordinator

Essential Job Functions:
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.
- Develops and implements formal project approval procedures in ordinance form; creates and maintains development standards and procedures manual for the City of Carmel.
- Performs primary review of all incoming development projects and plans; reviews revised plans through final completion and approval stage; reviews and approves on-site changes to approved designs after consultation with City Engineer.
- Completes SWPPP reviews for all construction plans.
- Serves as the point person for City inspectors for any questions related to construction plans and site changes
- Prepares Engineering Department review letters for site plans and construction plans as they relate to standards and procedures outlined in manual.
- Tracks status of all projects as they are scheduled on the agendas of the TAC, Plan Commission, BZA or other relevant agencies; attends meetings as necessary to report on status; tracks performance and maintenance bond review and releases.
- Coordinates departmental review process with other City departments as necessary, including, but not limited to, Utility Department, Department of Community Services, Street Department and Police Department; provides notice of final approval to Building Commissioner/Permits Department regarding readiness of permit review and issuance.
- Acts as liaison between Engineering Department and Department of Community Services on short- and long-range planning issues, development-related issues, thoroughfare planning issues and other engineering issues evolving from new development.
- Responsible for enforcing Planning and Zonings Unified Development Ordinance, including but not limited to requesting and obtaining right-of-way dedications as well as throughfare contributions.
- Responds to inquiries from developers, contractors, engineers, attorneys and members of the public as they relate to new development, to ensure compliance with approved designs.
- Prepares letters and reports for Assistant Director relevant to Board of Public Works approvals, including plat approvals and water and sewer availability approvals.
- Maintains comprehensive, current knowledge and awareness of applicable laws and regulations; maintains awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; attends workshops and training sessions as appropriate.
- Oversee and direct the City’s drainage review consultant.
- Act as in office administrator for the City’s electronic plan review software, ProjectDox.
- Review all building permits to ensure compliance with previously approved construction plans and current engineering requirements.
- Performs other related duties as required.
- Ability to review, prioritize, classify and analyze data.
- Ability to utilize a wide variety of reference, descriptive, advisory, consulting and design data and information.
- Ability to exercise discretion in identifying and selecting from alternative courses of action.
- Ability to provide guidance, assistance and interpretation regarding the application of procedures and standards to specific situations.
- Ability to communicate effectively on an individual or group basis and in public meetings; includes ability to speak and write clearly.
- Ability to operate a personal computer utilizing word processing, spreadsheet, e-mail and other software applications as may be necessary to perform essential job functions.
- Ability to operate a motor vehicle to conduct work activities.
- Ability to perform advanced mathematical operations required to evaluate and analyze construction plans, involving principles of algebra, geometry and trigonometry.
- Ability to exert moderate physical effort, typically involving some combination of stooping, kneeling, crouching and crawling, and that may involve the lifting, carrying, pushing and/or pulling of objects and materials weighing 12-20 pounds.
- Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, pollen, wetness, humidity, rain, temperature extremes, machinery or traffic hazards.
- Bachelor’s degree in engineering or a closely related field, with course work emphasis in site design or planning.
- At least two (2) years experience that includes designing and/or reviewing site design for both residential (subdivision) and commercial development.
- Or any equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities for this position.
- Must possess and maintain a valid Indiana driver’s license.
