We are seeking a Housing Choice Voucher Specialists to join our growing team You will handle all real estate activities and transactions on behalf of the clients.

Responsibilities:

  1. Responds courteously to calls, written requests, and e-mails from participants, service providers, and other authorized agencies and representatives to answer questions, and provide information and assistance as appropriate regarding the HCV, VASH program and portability process.
  2. Interviews clients/portability voucher holders, coordinates background information checks of tenants to be recertified; Verifies receipt of information from agencies or other sources as required; Performs final eligibility verifications.
  3. Accesses HUD Enterprise Income Verification (EIV) System for reported/unreported income; processes and submits HUD forms 52665 and 50058.
  4. Counsels' participants and landlords on voucher program, briefing them on rights privileges, obligations and responsibilities.
  5. Keeps landlords and participants informed of status of application, selection, and rejection in a timely manner. Notifies applicants in writing of eligibility determination in accordance with HUD regulations and Agency policy. Maintains participant files and processes files in accordance with Agency procedures, the HCV Admin. Plan and HUD regulations, including completing and securing all files on a daily basis. Prepares and forwards to storage all files of former participants, including a termination notice and a closed-out history sheet.

  7. Processes all actions regarding program participants, including rent adjustments, transfers, move-ins, and move-outs. Enters pertinent organized information into appropriate Agency computer system, including input and update of information pertaining to certification, re-certification inspections, rent reasonableness, and related reports. Processes a calculated work sheet with rent determinations.
  8. Works with outside agencies to implement the transition of residents under the Portability Housing Choice Voucher program. Collects required information and accurately completes appropriate forms.
  9. Ensures compliance with HUD, SHA’s HCV Admin. Plan and Agency regulation lease terms on behalf of participants and landlords and processes rent reasonableness form.
  10. Prepares HAP Contracts and Leases, and contacts landlords and participants to ensure their execution in accordance with program requirements.
  11. Processes rent reasonableness, rent increases, HAP contracts and Request for Tenancy Approval (RFTA) inspections as appropriate.
  12. May provide limited mediation services between landlords and program participants to avoid evictions or unnecessary displacement.
  13. Recalculates all rent changes as amended in the HAP Contracts and Leases prior to transmission of documents to landlord and notifies residents of changes.
  14. Monitors household demographic profiles and updates databases.
  15. Provides technical assistance to landlords and program participants on Fair Housing requirements.
  16. Ensures privacy and maintains security of confidential materials.
  17. Process unreported income and set up repayment agreements as necessary.
  18. Accountable for consistent adherence to strong Agency standards regarding the ethical, responsible, and appropriate use, care, and safeguarding of Agency materials, supplies, resources, and other assets.
  19. Must adhere to HUD and SHA’s 120-day timeline to ensure Annual Recertifications are completed timely.
  20. Explain policies and regulations to owners participating in or interested in the HCV Program.
  21. Must possess strong organizational skills.
  22. Perform other duties as assigned by the supervisor.

Education and Experience

Associate degree in Business, Public Administration, or a closely related field from an accredited college or university and four (4) years of experience and/or an equivalent combination of education and experience sufficient to fulfill essential position functions. The following Certifications must be obtained within one (1) year of employment or other allowable period of hire as authorized by the Chief Executive Officer or his/her designee:

  • Fair Housing
  • Enterprise Income Verification System (EIV)

Knowledge and Skills

1. Ability to learn federal, state, and local laws, rules, and regulations and Agency policies and procedures pertaining to public housing as appropriate to position.

2. Thorough knowledge of pertinent HUD regulations as they pertain to the position and thorough knowledge of Agency policies and procedures.

3. Working knowledge of interviewing techniques and record maintenance.

4. Ability to understand and follow moderately complex written and oral instructions, communicate and relate to persons of diverse backgrounds and abilities.

5. Ability to meet and deal tactfully and courteously with the public.

7. Ability to make routine decisions in accordance with established administrative rules, regulations and policies, to explain the reexamination process to tenants in an objective and impartial manner.

8. Working knowledge of the operation of the Agency’s computer system and applicable software.

9. Knowledge of basic math principles sufficient to perform essential job functions.

10. Ability to prepare clear, concise reports and make appropriate recommendations within scope of responsibility.

11. Ability to use basic office equipment such as telephone, fax, copier, and computer.

12. Ability to communicate clearly, concisely, verbally and in writing.

13. Ability to establish and maintain an effective working relationship with other employees.

14. Ability to deal effectively with situations requiring tact and diplomacy.
