Summary
: Reporting to the Director of IDD, provide supervision and oversight of the daily activity of assigned Senior Training Specialists, including leading, training, coaching, mentoring, onboarding, and evaluating. Paramount to developing successful rail training programs, supports the assessments for both instructors and trainees, works with stakeholders to design/re-design or develop courses and curricula/training materials, implements and evaluates technical training programs to enhance Instructors/Trainees' learning and development.
Roles and Responsibilities:
  • Working with the Director to create engaging adult learning material and course content for Rail Operations, including Locomotive Engineer, Assistant Conductor, and Mechanical/Technical Programs.
  • Liaise with external agencies and multiple stakeholders to assess business trends for continuous improvement.
  • Provide technical training and assistance in Rail Training to support learning management system (LMS) and eLearning software. Support the Director to design and plan a level of efficacy measurements for all programs.
  • Develop training exercises and activities that enhance the learning process by using best practices in learning technologies and instructional design.
  • Create supporting material/media, including audio, video, and simulations, that create modes of assessment that measure the effectiveness of the course(s).
  • Collaborates with Principals to develop training material using educational technology, creating interactive and self-paced training modules on selected topics. Also, collaborate with business partners to ensure training meets the needs of the individual stakeholders.
  • Oversees the translation of content provided by program Principals and Instructors, and maintains project documentation and course folders for department recordkeeping.
  • Serves as the lead in the collaboration and support of the IDD Training Specialists in the design and development of high-quality, innovative training solutions, using both traditional and emerging methods with a strong emphasis on sustainability. Focusing on building a best-in-class training team while coaching on instructional design pedagogies.
  • Supports the Director in monitoring course delivery and program effectiveness to ensure learning outcomes are achieved. Solves problems and develops and executes action plans for complex training programs.
  • Participate in all training-related projects as assigned, including but not limited to assistance at conferences or programs and any other projects required by management.
  • Support the Director in the development and financial management of the IDD annual budget.
  • Promptly conduct annual performance appraisals for direct reports and design development plans for employees within the supervisory scope.
  • Partners with CFR Compliance Specialist to maintain compliance with FRA training requirements.
  • Perform other duties as assigned or directed.
Education, Experience, and Qualifications: Minimum:
  • Bachelor’s Degree in Instructional Design, Liberal Arts, Business Administration, Education, or related area.
  • Plus, (8) years of directly applicable experience in instructional design in an operational setting.
  • Demonstrated leadership skills including leading by example, effective communication skills, and ability to develop effective business partnerships with various stakeholders.
  • A maximum of two years of closely related experience can be substituted for two years of education required.
Preferred:
  • Master’s Degree in Instructional Design, Business Administration, Industrial Arts, Education, or related areas
Knowledge and Skills: Essential
  • Proven ability to effectively supervise, coach, motivate, and mentor employees.
  • Experience in the design and development of technical/operations training programs, with in-depth knowledge of learning theories and instructional design models with experience managing project timelines.
  • Ability to demonstrate comprehension of content redesign and instructional adult learning principles required.
  • Exceptional written and verbal communication skills and the ability to deliver training materials in clear, concise terms are required.
  • Experience instructing in both a classroom and remote learning environment.
  • Proficiency using Microsoft Office Tools (i.e., Microsoft Word, Access, Excel, and Powerpoint), remote learning platforms (i.e., Zoom, Teams), Exam/Quiz tools (i.e., Articulate, SmarterProctoring, Captivate), Smartboard technology.
  • Understanding of learning management systems (LMS) and distance learning platforms, and in-depth understanding of traditional and modern training methods (including workshops, simulations, e-learning, and remote learning).
  • Ability to cultivate strong business relationships both internally/externally to drive business improvements.
Preferred:
  • Ability to proactively recognize opportunities for improvement and development, ability to execute new ideas to improve training programs.
  • Experience in change management processes and implementation.

  • Appropriate certification (Instructional Design Certificate).
Working Environment
  • In person/Office/Remote/Field
Physical Demands
  • Ability to work on computer both remotely and office environment.
  • Ability to stand during in-person training sessions to observe Instructors/Trainees.
  • Ability to climb onto all locomotive cars to observe Instructors and Trainees during fieldwork exercises.
  • Ability to walk track distance (approx. 1 mile) during field training to observe Instructors/Trainees during field training exercises.
