Please note that this position is only open to MTA employees.
This position is eligible for telework which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.
SUMMARY:
This Director of OCO administers oversight requirements of the CPC and manages the IEC contract on behalf of the MTA to develop and present project level and programmatic reviews of capital projects in support of this statutory mandate. These reviews cover project implementation and closeouts, and include evaluations of projects’ schedules, budgets, operating budget impacts and any construction or management issues that may affect a project. The Director oversees the development of recommendations to ensure the Capital Program meets intended objectives in a timely and cost-effective manner.
In addition to the OCO leadership responsibilities this position will also aid the Auditor General with respect to the development of the annual Risk Assessments formulation of the Audit Plan and prioritize audit contract engagements in the annual Plan and allocations required to meet the department’s goals and objectives as stated by the Auditor General.
As a senior resource of OCO and Audit this position is integral to the Audit team and responsible for leadership including driving quality assurance, creating efficiencies, developing more effective audit services and enhancing and increasing overall performance.
RESPONSIBILITIES:
- Responsible for completion of capital project and program management reviews, using in-house staff and Independent Engineering Consultants, to support the Board’s Capital Program Committee’s statutorily mandated oversight functions.
- Directs and supervises review of:
- Technical aspects of ongoing capital projects to determine whether projects are within budget and on schedule.
- Design/construction management issues and recommended solutions
- Programmatic engineering and construction management issues to improve overall management of the capital program and to stimulate greater contractor competition on capital projects
- Associated impacts of capital projects on the operating budget to assist in ensuring that projects yield all anticipated benefits.
- Cost control and cost effectiveness strategies for the selection, design and implementation of engineering solutions
- Oversees development of all IEC reports included in the CPC book, as well as oral reports provided to the CPC.
- May recommend innovative practices to reduce project cost and duration while maintaining quality.
- Supervise and execute non-audit requirements including advisory projects and strategic projects.
- Build strong professional relationships with Operating agencies and management team by providing value-added service to expand on IEC support of State of Good Repair priorities.
- Prepare presentations and other materials for reports to management and the MTA Board and Committees.
- Focus on development of staff including their delivery skills while providing active feedback and support.
- Overseeing and reviewing work performed by the Engineering Audit Officer (EAO) accountable for the audit request for payment received under contracts for construction, equipment, and construction related services procured with City Funds
- Is held accountable for overseeing and evaluating contractor performance, where applicable:
- Reviewing invoices for the work done as contractual standards.
- Addressing performance issues with the contractor when possible
- Escalating issues to other parties as needed.
KNOWLEDGE, SKILLS, AND ABILITIES
COMPETENCIES
- This position requires a person of knowledge and skills in all areas of transportation project management and must be able to evaluate conflicting assertions of project management staff and the MTA Independent Engineer to authoritatively resolve legitimate differences that occur.
- This person must have exceptional diplomatic skills and able to work comfortably with people at the highest levels of the MTA organization including MTA Board members, agency presidents, and all high-level agency engineering staff.
- This person must have a strong sense of how capital project issues affect the interests of the various political stakeholders of the MTA’s capital program.
- The position requires a person of exceptional communication skills, since projects often involve complicated, technical matters that need to be communicated at Board meetings and/or to Executive staff in a comprehensible and actionable manner.
- The position requires a person of independence and strong analytic capabilities who can identify critical issues and direct their resolution even in the face of resistance.
- The position requires a person with exceptionally strong leadership skills, who can parse out multiple issues associated with capital construction work to identify the issues that must be brought to various levels of management’s attention for action.
EDUCATION AND EXPERIENCE:
REQUIRED:
- Degree in engineering, architecture, construction management, or a related field is required.
- 15+ years of increasingly responsible engineering and/or project/construction management experience with a wide variety of capital projects, programs and project management issues.
- Supervisory experience required. Superior written and verbal skills and the ability to communicate complex technical issues to non-technical audiences a prerequisite.
PREFERRED:
- An advanced degree in engineering, construction, public policy or administration is desirable.
