Salary : $36,150.40 Annually Location : Panama City, FL Job Type: Full- Time Job Number: Department: Public Works Division: Streets and Drainage Opening Date: 10/14/2025 Salary: Salary/Hourly wages may be adjusted based upon experience within Step Plan Parameters.MAJOR FUNCTIONS Under the general guidance and leadership of the Director of Public Works. This is a position requiring manual labor duties of a skilled and semiskilled nature. Ongoing duties will involve new construction, maintenance, equipment repair, mowing, rights-of-way and drainage. Using tools, maintenance equipment, construction equipment, landscaping equipment and other various hand and power tools is a daily duty. All work is performed in the elements, including heat, cold, rain and other inclement weather. This is an emergency essential position that requires performance of emergency duties and actions to prepare, repair, and recover the City before, during, and after any adverse storm events (hurricane, tornado, tropical storm, winter storm, ice storm, etc.) or other conditions (natural or manmade). ESSENTIAL DUTIES To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The omission of specific duties does not exclude them from the position. Mixes concrete and plaster. Assists in pouring and finishing concrete. Helps build forms, headwalls and installs cement block and brick. Loads and unloads equipment, supplies, tools, and materials. Spreads asphalt in patching potholes in road surfaces. Flags and directs traffic and assists in setting up work zones. Cleans culverts, gutters, ditches, swales, storm drains, canals, and many other similar jobs. Mows and trims grass. Removes and replaces sod, sprinkler heads, catch basins, etc. Digs trenches, removes concrete, trims and prunes trees and shrubbery. Fertilizes and sprays herbicides. Installs storm drainage pipes, curb & gutters and sidewalks. Does other general manual labor work. Pick up trash. May perform custodial duties such as cleaning windows, bathrooms, vacuuming and cleaning carpets, dusting, emptying trash cans, etc. Must be available for duty outside regular working hours when called upon to assist on-call staff or when required by Supervisor or Mgmt. (overtime). Performs other duties as assigned. KNOWLEDGE, SKILLS AND ABILITIES Knowledge and skills in the use of tools and equipment typical of manual labor work. Strong skills in the ability to evaluate tasks and utilize the best tools and processes to safely accomplish tasks. Assist with ordering and evaluating the types and volume of materials needed for proper repairs and replacements of infrastructure improvements. Ability to understand and carry out multi-step oral and written instructions. Ability to operate mowers, tractors, trucks, and a variety of other hand tools and equipment (power and manual) typically used in construction. Ability to operate power and manual equipment typically used in landscaping, irrigation, grounds keeping and right-of-way maintenance. Sufficient physical strength to perform heavy manual labor. Ability to establish and maintain effective, cooperative and team-focused working relationships with team members, leadership, other departments and the general public. Knowledge and skills in the repair and maintenance of asphalt, concrete work, drainage systems and grounds maintenance. Ability to build basic frames for construction and other basic woodworking skills. Ability to shovel, spread and prepare surfaces for concrete and asphalt. Ability to spread and level concrete. Ability to work with various types of chemicals used in maintenance and surface work. Knowledge of safe operations in and around heavy traffic areas. Ability to measure and make basic mathematical calculations. MINIMUM QUALIFICATIONS Graduation from high school or possession of an acceptable equivalency diploma. Four (4) years experience in manual labor maintenance and construction work desired. Valid Driver's license. Maintenance of Traffic Certification or ability to obtain within one (1) year preferred. A comparable amount of training or experience may be substituted for the minimum qualifications. Constantly: Lift/Carry 25 lbs. or less, Push/Pull: 25 lbs. or less, Twist/Turn, Stand, Walk, Handling/ Fine Motor Skills. Risk/Safety Conditions: This position requires moderate exposure or risk to physical health and/or physical safety (i.e., exposure to environmentally hazardous material, heavy equipment). This position often requires the use of Personal Protective Equipment (PPE) and may include completing and successfully passing medical evaluations or clearances.
