Enforcement Specialist

The CVR Enforcement Specialist shall investigate all alleged instances of program fraud by owners or tenants, prepare all necessary termination notices, and present findings at any Informal Reviews and/or Hearings provided to program participants.
Essential Duties:
- Investigate all allegations of program fraud by Owners or Tenants as referred by supervisors of operations staff.
- Review all pertinent documentation and decide whether or not fraud has occurred.
- Maintain investigation documentation.
- Determine amounts of overpayment of Housing Assistance due to fraud.
- When appropriate, negotiate re-payment agreements for any overpaid subsidies.
- Issue termination notices to owners and/or tenants.
- Assist Tenants and/or their representatives with reviews of documentation used to determine fraud occurred.
- Present findings at informal hearings or reviews in a professional and businesslike manner.
- Manage all aspects of reinstatement requests and submit such to Performance Management Manager and/or Program Operations Manager for review.
- Review decisions of hearing examiners.
- Address extremely complex and difficult questions or factual issues involving interpretation and application of statutes, rules, regulations, or policies.
- Manage, monitor, and submit monthly reports for ITT’s, Final Terminations and Repayment agreements as required.
- Assist with special projects (i.e. late recerts; increase utilization; PBV projects, etc.)
Knowledge, Skills, and Ability:
- Must have the ability to safeguard confidential information
- Knowledge of HUD rules and regulations and related policies and procedures. which govern the Housing Choice Voucher Programs; fraud investigation techniques; and principles of research and policy analysis.
- Skill in the use of personal computers and most known software programs
- Ability to independently organize and prioritize work to meet strict deadlines; produce clear, concise, and grammatically correct written documents.
- Ability to effectively communicate with Legal Services, external stakeholders etc.
Qualifications/Experience:
- Bachelor’s degree and two years of professional progressively responsible experience in a related field.
OR
- Work in fields such as administrative law, claim examination, labor, public assistance, public health, or a health field or a Juris Doctorate degree and one year of legal experience
