ABOUT LSC AND THE LSC OFFICE OF INSPECTOR GENERAL:

The Legal Services Corporation (LSC) is the country’s single largest funder of civil legal aid for low-income Americans. Created by Congress in 1974 as a nonprofit corporation, LSC currently funds 130 independent nonprofit legal aid organizations (LSC grantees). These grantees have more than 900 offices throughout the nation and overseas. LSC’s mission is to promote equal access to justice and provide grants for high-quality civil legal assistance. LSC receives approximately 99 percent of its funding from Federal Government appropriations. LSC is considered a designated federal entity under the Inspector General (IG) Act, as amended. LSC OIG possesses all of the authorities of the IG Act, as amended, and must meet all related statutory requirements. The LSC IG reports to the LSC Board of Directors.

LSC OIG’s mission is twofold: to assist LSC management and grantees in identifying ways to promote efficiency and effectiveness; and to prevent and detect fraud, waste, and abuse. LSC OIG is also responsible for keeping the LSC Board of Directors and Congress fully and currently informed. The OIG primarily achieves its mission through delivering independent insights and recommendations to key stakeholders through audits, evaluations, and reviews; investigations into allegations of wrongdoing; and proactive efforts to prevent fraud, waste, and abuse. This position is not considered federal employment. It is based in Washington, DC, and requires periodically working from an office in Washington, DC in accordance with OIG’s hybrid work model. OIG embraces the use of telework flexibilities. The successful candidate must live in the Washington, DC commuting area (a 50-mile radius from LSC headquarters).

BASIC JOB FUNCTIONS:

Assists in conducting performance, compliance and financial-related audits and other oversight projects of LSC operations and LSC grantees. Assists with other projects including quality control reviews, financial statement reviews and oversight, and other engagements. Conducts work in accordance with Generally Accepted Government Auditing Standards (GAGAS), AICPA standards, and OIG guidelines.

Reports to and receives day-to-day guidance and assignments from an Audit Manager and/or the auditor-in-charge (AIC) of assigned projects.

Travel is required and a portion of the work occurs onsite at various Legal Services Corporation grantee locations throughout the U.S. and its territories.

Incumbent is expected to gain insight and knowledge into audits of grants and related financial matters of the LSC. As experience is gained, incumbent is expected to apply increased judgement and discretion to accounting and auditing issues and make recommendations to their Audit Manager or auditor-in-charge for resolution and disposition.

PRINCIPAL DUTIES AND RESPONSIBILITIES:

  1. Serves as member of audit and oversight teams.
  2. Performs specified audit and oversight tasks.
  3. Conducts research of applicable laws, directives, regulations, manuals and audit reports to gain knowledge of areas being reviewed.
  4. Obtains, assembles, and organizes background information for conducting audits.
  5. Participates in developing audit and project plans and programs.
  6. Performs audit steps as set forth by supervisor.
  7. Conducts interviews. Participates in discussions and briefings with auditees.
  8. Gathers, analyzes, and synthesizes information.
  9. Prepares audit documentation in accordance with standards and OIG guidelines.
  10. Briefs audit team members, supervisor, and OIG management on results of analysis and reviews.
  11. Makes recommendations to supervisor on findings and recommendations related to audit work. Drafts audit report sections as assigned.
  12. Communicates effectively with audit team and OIG and LSC contacts.
  13. Ensures continuing professional education requirements are met, with the support and guidance of audit leadership.
  14. Performs other related duties as assigned.

Technical/Specialized:

  • Bachelor’s degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.
  • Strong knowledge of accounting, auditing, and oversight principles, concepts and practices.

Preferred Qualifications:

  • Experience in conducting audits in a grant-making agency or organization.
  • Data analytics expertise.

SALARY AND BENEFITS:

Salary Range: $70,806-$111,366.
