About CPC Climate Capital:
CPC Climate Capital is a new subsidiary of The Community Preservation Corporation and will be a subrecipient of Climate United Fund, the recipient of a $6.97 billion grant from the National Clean Investment Fund established by the federal government as part of the Inflation Reduction Act (IRA). CPC Climate Capital will use its subaward of approximately $2.4 billion to decarbonize multifamily housing by making subordinate debt financing available to owners of multifamily housing nationally. These investments will reduce or eliminate on-site fossil fuels, thereby reducing greenhouse gas emissions. Our climate goals will be simultaneously delivered against other critical national priorities, including the creation and preservation of affordable housing, promoting equity and environmental justice, and supporting high-quality jobs.

Role Summary:
The AVP Procurement Manager is responsible for overseeing the procurement process for sole sourced Climate Capital vendors and co-sourced vendors with CPC. This role combines grant management expertise with procurement strategies to ensure compliance with regulatory and government grant requirements while optimizing resource allocation. The ideal candidate will have a strong background in both government grant procurement and lending vendor procurement practices.
What You’ll do:
Oversee procurement activities including vendor selection, contract negotiation, and supplier management to ensure best practices and cost-effectiveness.
Manage the procurement process in accordance with government grant regulations, assist in preparing applications, and ensuring compliance with all CPC requirements regulations.
Monitor and enforce compliance with grant regulations. Ensure all documentation is accurate and maintained according to legal and industry standards.
Work closely with internal stakeholders, including finance, risk management, program management, and legal teams, to develop procurement documentation, including requirements, expected prices and procurement strategies.
Work with vendor owner and finance to ensure timely payments of vendor invoices.
Review contracts annually to ensure vendors are adhering to contract specifications, are meeting or exceeding KPIs, are meeting or exceeding quality standards.
Perform vendor relationship functions including reviews and feedback and perform vendors vendor assessments at least annually and possibly mor frequently.
Lead the preparation and submission of procurement reports analyzing data to assess effectiveness and efficiency for both internal and external stakeholders
Provide training and support to staff on grant and procurement processes, regulations, and best practices for Climate Capital and CPC staff in conjunction with the training team.
Assist in the development and implementation of policies and procedures related to both grant procurement and banking procurement management.
Skills and Experience:
- Bachelor’s degree in Public Administration, Business, Finance, or a related field. Master’s degree preferred.
- Minimum of 7-10 of experience in process improvement, procurement / vendor management, and/or grant management preferably in government and banking environments.
- Strong understanding of grant regulations, as well as banking procurement practices. Familiarity with grant and procurement management software is a plus.
- Excellent organizational, analytical, and communication skills. Strong attention to detail and ability to manage multiple projects simultaneously.

This is a hybrid role that can be based in either NYC and would work out of our Manhattan office 2 - 3 days a week or remote in Washington DC and will need to periodically travel to our Manhattan office. The salary range is $100,000 - $125,000, dependent on experience.
