Government Construction Risk Manager

Our client is a privately held, financially stable, leading New York-area government contractor. Our client’s focus is in providing Construction and Information Technology (IT) services to city, state and federal government clients.
We are currently seeking an experienced Government Construction Risk Manager to work onsite at a client location to identify, monitor, control and report construction program risk that aversely affects program scope, schedule, budget, quality and safety objectives. The Government Construction Risk Manager employs both qualitative and quantitative risk management measures and deploys risk mitigation strategies that eliminate or reduce identified risks.
The Government Construction Risk Manager will lead the organization's construction efforts to implement and oversee risk management for significant capital construction projects. The role is responsible for escalating issues, making quick decisions, and enabling efficient and qualitative products pertaining to project risks. Oversees and develops junior staff.
The ideal candidate will have 15+ years of relevant construction experience with 5+ years of risk assessment and mitigation on large-scale government construction projects. The successful candidate must possess excellent construction, risk and safety knowledge, and possess excellent communication and influencing skills. Experience in government construction, and a thorough understanding of government procurement process, construction standards and government contracting is essential.
PRIMARY RESPONSIBILITIES INCLUDE:
- Oversee day-to-day construction risk management activities, including identification, prioritization, register management, action planning, and monitoring.
- Establish, implement and promote a risk management system that is appropriate to the needs of each construction program through the entire program lifecycle.
- Deliver risk management services to the government client as a part of their capital construction program in compliance with organization's construction and delivery governance, processes, and objectives.
- Lead the development and implementation of program risk management plans.
- Deliver discrete risk interventions and risk management services. Oversee Construction Risk Managers / Analysts.
- Deliver risk exposure reduction and value through active mitigation of threats and maximization of opportunities.
- Facilitate and provide support for workshops in the client's environment, using advanced methods for risk, value, and lessons learned processes.
- Produce periodic risk reports, including profiled risk expenditures, impacted risk / drawdown, and risk exposure changes.
- Develop and undertake advanced Quantitative Risk Analysis, including Cost, Schedule, and integrated Cost and Schedule analyses, to enable robust forecasting and tracking of risk exposure.
CANDIDATE REQUIREMENTS INCLUDE:
- Bachelor’s Degree in Engineering, Architecture, Economics, Construction, Project Management, Business Administration or Transportation, or closely related field, required.
- 15+ years of relevant construction experience with 5+ years of risk assessment and mitigation on large-scale government construction projects
- Demonstrated ability to focus and deliver results, organizational effectiveness, and continuous improvement.
- Must possess excellent team-building, listening, problem-solving, prioritization and time management skills.
- Excellent verbal, written, interpersonal and presentation communication skills with team members, technical staff, management, clients, contractors and suppliers. Able to interface, communicate and build relationships with team members and all levels of management on an ongoing basis and work as a trusted construction risk management professional.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Construction or ERP systems (Primavera, Oracle, Salesforce, Peoplesoft, etc.). Able to use software and systems to create presentations, reports and documents, as well as track progress on key metrics and deliverables.
- Strong understanding of construction risk management, safety and risk mitigation practices.
- Understanding of government contracting practices, processes and standards.

- Must be able to pass a required background check and/or security clearance to work on government projects.
- Must consent to organization's Code of Ethics and provide an annual financial disclosure statement.
- Legal authorization to work in the U.S. is required. The company will not sponsor individuals for employment visas for this job at this time.
POSITION LOCATION AND TRAVEL REQUIREMENTS:
Office-based role in New York, NY. Must be able to commute daily into New York City and travel within the New York, NY metro area for site visits, meetings with team members, subcontractors and client.
TEAM RESPONSIBILITY:
Lead the Construction Risk Management function. Collaborate with internal and external colleagues. Mentor and develop junior team members.

- External Partners (Subcontractors, Client, Suppliers and Partners)
RELOCATION ELIGIBILITY:
No relocation assistance provided. Local, qualified New York City metro area candidates will be given preference and priority. Qualified candidates willing to self-relocate to the New York City metro area will also be considered.
COMPENSATION & BENEFITS INFORMATION:
- Base Salary Range: $85,000 - $115,000, commensurate with experience and qualifications
