DutiesYou will makes recommendations on a variety of administrative issues and conduct highly complex and ambiguous assignments utilizing untested methods and procedures to resolve systemic problems impacting the organization.You will prepare comprehensive reports to ensure that senior management is provided with clear and concise recommendations, analysis, evaluations and interpretations concerning plans, policies and programs.You will work with Directorate leadership to identify, or exclude, potential problems and determine financial, material, manpower and information resources needed to execute the mission requirements.You will provide rapid and effective response to requests and directives pertaining to plans, programs, policies, procedures, objectives, operations, reviews, and reports pertaining to the mission.You will respond to to near-term requirements impacting Operations policies and programs, conducts short-term analysis, oversees projects, and coordinates staff actions which cross normal staff boundaries as assigned by the Director.You will respond to external requests for information from the Department of the Navy, Congress, and Department of Defense by providing briefings, information papers, and analytical planning documents.You will direct the implementation of new programs and plans to ensure that the organization is in compliance with higher policy and guidance.Requirements Conditions of EmploymentMust be a US Citizen.Must be determined suitable for federal employment.Must participate in the direct deposit pay program.New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing and evaluating program operation requirements to provide oversight and guidance on the development and implementation of business or administrative processes and procedures in support of mission or stakeholder objectives.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

This position has no education substitute for specialized experience.Additional informationOCHR Operations has a current Telework policy, that, at a minimum, requires employees to physically report to the official worksite at least twice in each biweekly pay period. Note: All Telework Agreements are subject to approval at the discretion of the Supervisor based on mission requirements. Telework is not guaranteed.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.
