Job Details:

We are looking for an experienced, detail-oriented, and highly organized Permanent Payroll Manager to join our government client. This role plays a crucial part in ensuring our employees are paid accurately and on time. You will be responsible for managing all payroll functions, including but not limited to tax reporting, preparing reconciliation, handling deposits, managing expenses, and overseeing budgets. If you have a keen eye for detail, a knack for problem-solving, and a passion for numbers, this could be the perfect opportunity for you.

Responsibilities:

1. Manage and oversee the entire payroll function of the organization, ensuring all payroll transactions are processed efficiently.
2. Collect, calculate, and enter data to maintain and update payroll information.
3. Coordinate efforts between payroll, human resources, and other departments to ensure proper flow and maintenance of employee data.
4. Handle the administration of the electronic timekeeping system. Setup each employee, validate programs for each employee's charges, and adherence to FLSA; monitor submissions of approved timesheets, ensure valid data transfers to/from payroll service.
5. Establish payroll policies and procedures, prepare reports for review by management.
6. Handle the preparation of relevant reports, including weekly, monthly, quarterly, and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.)
7. Manage and calculate taxes and deductions.
8. Initiate periodic payments timely either by preparing and administering checks or making direct deposits through a bank payment system.
9. Prepare and deliver statements of payment to personnel either electronically or on paper.
10. Process and monitor garnishment orders and other issues that impact payroll specifications.
11. Maintain and document all payroll records.
12. Conduct audits of payroll, benefits, or other HR programs and recommend corrective action.
13. Assist with the preparation of the budget, expenses, and other financial plans.

Qualifications:

1. A Bachelor’s degree in Finance, Business Administration, or a related field.
2. A minimum of 5 years of experience in a payroll management role, preferably within the government sector.
3. In-depth knowledge of general payroll protocols and employment laws and regulations.
4. Proficiency in MS Office and payroll software/systems (e.g., SAP).
5. Strong numerical aptitude and attention to detail.
6. Excellent communication skills, both verbal and written.
7. Strong organizational and time management skills.
8. Ability to handle confidential information.
9. Strong understanding of the auditing process and tax regulations.
10. Certified Payroll Professional (CPP) designation is a plus.
