Job Location: West Los Angeles, CA

Position Summary:

The Onsite Property Manager (OSPM) position reports to the Vice President, Property Management and is expected to use his/her independent discretion and judgment to care for and be responsible for the overall efficient operation of the property or properties and the day-to-day implementation of policies, procedures, and programs that ensure a well-managed, well-maintained building, ensures compliance with all applicable regulatory agencies and federal, state and local laws; maintains acceptable occupancy levels, develops a supportive environment for all residents. The OSPM will manage onsite staff from recruiting to disciplinary actions and terminations as required. Provide staff management and leadership by communicating Century’s Mission, Vision, and Values and encouraging staff development. In addition to frequent interactions with the Vice President, Property Management, this position is expected to have frequent interactions with other members of the CVPM team, the Resident Services team, Facilities Maintenance personnel, the Executive Director, the Vice President, Human Resources, and others as required. The OSPM will be available occasionally for evenings, weekends, and holidays as required to assure appropriate response to urgent or emergency situations. Some local travel is anticipated.

Primary Job Functions:

• Administration and Compliance

1. Manages the day-to-day administration of the property, including supervising staff and handling resident complaints, grievances, inquiries, and concerns in an appropriate, timely, courteous and professional manner.

2. Ensures consistent application of property rules and regulations, lease and lease addenda, and documents and documents all violations.

3. Oversees the processing, completion, and maintenance of accurate resident files at move-in and at each recertification within established regulatory guidelines.

4. Ensures compliance with all regulatory requirements, which includes ensuring that all rules and regulations required by federal, state and local jurisdictions are followed; and preparation and submittal of reports in an accurate and timely manner.

5. Responds promptly to site emergencies according to the emergency plan and ensures that incident reports are completed and communicated in a timely manner.

6. Reviews and analyzes the property’s monthly financials, and reports variances to Supervisor. Looks for ways to minimize costs and increase revenue. Participates in the establishment of the annual budgeting cycle.

7. Adheres to all accounting and reporting procedures, ensures that rents and other monies are properly collected, and that delinquent receivables are managed to facilitate collection.

• Personnel Management

1. Working with human resources in consultation with the Vice President, Property Management, the OSPM will participate in hiring, training, developing, disciplining and motivating staff.

2. Employs techniques to maintain employee engagement, and motivation and provides a good example of teamwork.

3. Responsible for establishing goals and measures and for conducting timely, written performance assessments annually.

4. Recommends staff rewards such as extra training, promotions, and pay adjustments.

5. Handles employee complaints and grievances as they arise.

6. Conducts monthly staff meetings (including Safety Meetings) to ensure staff is current on CVPM’s and/or ownership policies, upcoming projects, etc. Implements enforces and helps develop CVPM’s safety program.

7. Completes annual performance reviews and approves biweekly timekeeping to assure timely, compliant pay practices

8. Ensures all staff adheres to Fair Housing laws. Equal Employment and Equal Housing Opportunity requirements.

9. Ensures that employees of outside agencies (such as security companies) are performing their duties correctly.

10. Effectively follows all Century Employee Handbook policies and procedures.

• Marketing and Lease Up

1. Maintains a high level of occupancy for the program and project.

2. Ensures the maintenance and adherence to Waiting List protocol in accordance to CVPM’s and/or ownership policy and procedures and applicable federal, state, local, and regulatory agencies.

3. Evaluates regulatory agreements when filling vacancies.

4. Oversees the review and analysis of all rental applications and leases for conformance to CVPM’s and/or ownership’s Resident Selection Policy.

5. Responsible for ensuring compliance with programs such as HUD, TCAC, Home Program, RHCP, CAL HFA. AHP, etc., which includes compliance with audits and/or site visits.

6. Performs unit tours and applicant interviews, which includes verifying potential resident income om accordance with CVPM’s and/or ownership’s Resident Selection Policy, and program requirements.

7. Ensures appropriate documentation is obtained, certifications are completed, and deposits and rents are collected in accordance with program policies and procedures.

8. Ensures that all regulatory requirements are followed.

• Resident Management

1. Attends and participates in professional activities, meetings, organizations, and regulatory agency meetings.

2. Works in concert with Resident Services and Case Management staff in an effort to preserve resident’s housing by utilizing our 4-Step Housing Retention Plan.

3. Maintains amiable relationships with all residents.

4. Ensures site staff responds to all resident requests or complaints in a timely, efficient, and courteous manner. Personally, handle unusual and/or sensitive resident complaints or requests, as necessary.

5. Conducts monthly resident meetings.

6. Works in partnership with outside agencies to provide services to residents.

7. Manages resident evictions as directed CVPM’s Vice President, Property Management, and legal counsel.

• Maintenance

1. Coordinates maintenance staff and vendor services for ongoing preventative maintenance and janitorial work. Ensures timely completion of work orders and turnover of vacant units and ensures that vacant units are appropriately maintained for showing and/or inspections.

2. Ensures the common areas, landscaping, etc. are in good condition.

3. Balances maintenance priorities to ensure available capital resources are effectively utilized and that budgets are followed.

4. Ensures annual or more frequent inspections of units occur, and manages follow-up with housekeeping letters, preparation of work orders, and maintenance charge-backs to residents.

5. Ensures the update and completion of all safety-related inspections and reports, and assures that deficiencies are promptly resolved to minimize risk to residents, staff, and property.

Knowledge, Skills, and Abilities:

1. Strong communication (written and oral) and interpersonal skills

2. LIHTC and HUD rental property experience is required, with sound knowledge of fair housing laws. Fair Housing Certificate is highly desired.

3. Ability to select, develop and evaluate staff personnel. Willingness to listen to and seek ways to encourage collaboration and teamwork.

4. Knowledge of Housing First Principles and working with special needs populations in a supportive housing environment.

5. Creative problem-solving including evaluation of and recommendation for a course of action

6. Ability and willingness to learn, follow and enforce all organization policies and procedures.

7. Skilled in reading financial statements and creating property budgets

8. Proficiency with Microsoft Excel, Word, and Outlook and experience with property management software programs (YARDI-VOYAGER)

9. Excellent report writing and presentation skills

10. Ability to attend to multiple projects and tasks in a fast-paced environment

11. Skilled crisis management with developed conflict management and negotiating skills

12. Familiarity with the non-profit housing development field desired

13. Ability to keep established hours and available some evenings, weekends, and holidays.

14. Access to reliable transportation.

Education and Experience:

High School Diploma or GED required. Associates Degree, Bachelors of Arts or Science, or one-year experience in affordable housing management and two years managing people, projects, materials and information, or an equivalent combination of education and experience is desirable. Experience working with Veterans a plus.

Salary and Benefits:

Competitive hourly compensation ranges from $25-$27.00 per hour depending on relevant experience.
