This position involves a variety of essential human resources administrative tasks, professional duties, and analytical activities in support of the District’s HR management programs and initiatives. This role will specifically focus on performance reviews, training and development, and analytics. Responsibilities include, but are not limited to, recruitment and selection, classification, compensation, employee relations, and benefits administration. Other related duties may be assigned as needed.

Key Responsibilities:
- Provide professional support for the District’s human resources programs and initiatives, including recruitment, classification reviews, and compensation studies.
- Assist in developing and implementing strategies for various HR-related programs, generating and compiling statistical reports, and performing research, writing, and analysis projects related to benefits administration, training, and classification.
- Administer District employee benefits plans, including medical, dental, vision, life, long-term disability, retirement, deferred compensation, employee assistance, and COBRA; reconcile plan premium billings and process invoices for payment.
- Review, recommend, and administer benefit contracts; provide benefit advice to the District and interpret and present health and welfare policies to employees, management, outside agencies, and the public.
- Oversee the preparation of benefit information and related materials; develop benefit-related policies and procedures; serve as a staff liaison to employee advisory committees regarding benefit programs; conduct open enrollment procedures and benefit fairs.
- Monitor the Affordable Care Act program and ensure compliance with applicable laws, rules, and regulations; input and compile data for reporting purposes.
- Submit employee retirement enrollment changes to carriers in a timely manner and assist employees with concerns related to their health and welfare plans.
- Administer the employee leave program, monitoring leaves under the Family Medical Leave Act (FMLA) and California Family Rights Act (CFRA); coordinate with payroll staff and maintain records related to eligibility and compliance.
- Prepare reports and assist in administering District equal employment opportunity, affirmative action, and Americans with Disabilities Act policies and programs.
Conduct investigations into discrimination and other employee complaints, researching and developing data on employee relations issues.
- Conduct position classification audits and studies; recommend classification for new or modified positions and draft job descriptions.
- Perform compensation surveys and studies related to human resource management issues; provide classification, compensation, and benefits information to other organizations.
- Observe and comply with all District and mandated safety rules, regulations, and protocols.
- Perform related duties as assigned.

Qualifications:
- Strong analytical and problem-solving skills.
- Excellent communication and interpersonal abilities.
- Familiarity with HR laws and regulations.
- Experience with HR information systems and payroll management is a plus.
