POSITION SUMMARY: The Family Services Manager is responsible for overseeing and managing the ERSEA (Eligibility, Recruitment, Selection, Enrollment, and Attendance) functions within the Head Start program. This role includes strategic planning, staff supervision, ensuring compliance with federal and state regulations, and optimizing ERSEA processes to support the program’s goals. 

The Family Services Manager is also responsible for overseeing and managing the Parent, Family, and Community Engagement (PFCE) efforts within the Head Start program. This role involves developing and implementing strategies to engage families and communities effectively, enhancing family well-being, and ensuring that program services are aligned with the needs of families and community partners. 

 Performs all job responsibilities in a safe manner while consistently exhibiting leadership abilities.   Complete duties with a positive attitude and with the intention of Paladin’s success.  

 

EMPLOYMENT CONDITIONAL UPON RESULTS OF THE FOLLOWING:  

  • Successful Drug Screening.  
  • Successful Physical Capacities Examination and TB screen results.  
  • Criminal History Background Clearance.  


PHYSICAL/MENTAL ABILITIES AND PROCESSES:  

  1. Develop and implement strategic plans for ERSEA to ensure effective recruitment, enrollment, and retention of eligible families. 
  2. Monitor and evaluate ERSEA processes to identify areas for improvement and implement best practices. 
  3. Oversee the eligibility determination and enrollment processes to ensure compliance with Head Start performance standards and regulations. 
  4. Ensure timely and accurate processing of applications and maintenance of up-to-date records. 
  5. Lead the development and execution of recruitment strategies to attract and enroll eligible families. 
  6. Coordinate with community organizations, schools, and other stakeholders to enhance program visibility and outreach. 
  7. Supervise the selection process to ensure it is conducted fairly and in accordance with program policies. 
  8. Review and approve selection criteria and processes to meet program goals and performance standards. 
  9. Oversee monitoring of attendance records and implement strategies to address attendance issues. 
  10. Develop and implement plans to support families in overcoming barriers to consistent attendance. 
  11. Supervise and support ERSEA staff, including providing training, conducting performance evaluations, and fostering professional development. 
  12. Facilitate regular team meetings to review performance, discuss challenges, and share best practices. 
  13. Ensure accurate and confidential management of ERSEA data and records. 
  14. Prepare and submit reports on ERSEA activities, including enrollment, recruitment, and attendance data, to federal, state, and local agencies. 
  15. Ensure all ERSEA activities adhere to Head Start regulations, performance standards, and other relevant policies. 
  16. Conduct regular audits of ERSEA processes and documentation to ensure compliance and quality. 
  17. Work closely with the Head Start Program Director, other program managers, and community partners to support program goals. 
  18. Communicate effectively with families, staff, and community stakeholders to address concerns and promote the program. 

 

Parent, Family and Community Engagement (PFCE) Manager: 

  1. Develop and implement strategies and programs to enhance parent, family, and community engagement in alignment with Head Start’s PFCE framework. 
  2. Create and oversee activities and workshops that support family development, parenting skills, and community involvement. 
  3. Build strong, supportive relationships with families to promote active participation in their child’s education and overall program activities. 
  4. Provide guidance and resources to families to support their child’s development and well-being. 
  5. Address family needs and concerns, providing referrals to additional services as necessary. 
  6. Establish and maintain partnerships with community organizations, agencies, and stakeholders to enhance program services and resources. 
  7. Collaborate with local organizations to coordinate community events, outreach activities, and service referrals. 
  8. Train and support Head Start staff in effective family engagement strategies and practices. 
  9. Facilitate workshops and professional development opportunities for staff and families on topics related to family engagement and community involvement. 
  10. Collect, analyze, and report data related to family engagement, program participation, and community partnerships. 
  11. Use data to evaluate the effectiveness of PFCE activities and identify areas for improvement. 
  12. Ensure that PFCE activities comply with Head Start performance standards and other relevant regulations. 
  13. Conduct regular reviews and evaluations of PFCE strategies and practices to ensure they meet program goals and standards. 
  14. Develop and disseminate communication materials to keep families informed about program activities, services, and opportunities. 
  15. Organize and lead family and community events to foster engagement and strengthen relationships. 
  16. Provide leadership and direction to the PFCE team, including setting goals, conducting performance evaluations, and fostering a positive work environment. 
  17. Collaborate with other program managers and staff to integrate PFCE strategies into all aspects of the Head Start program. 

 

 Engagement and Partnerships  

1. Plans for, utilizing and training volunteers for the learning environments. 

2. The Family Services Manager will plan and implement meaningful parent engagement   

    opportunities in collaboration and partnership with the ERSEA Coordinator and Family    

    Advocates.  

4. Attend Parent Meetings.  

5. Build respectful, culturally responsive, and trusting relationships with families and community.

  3. Supports team by providing coverage for breaks, lunches, and illnesses as needed.  
  4. Follow all agency policies and procedures.

  7. Provide customer service in reception, greet, and direct visitors at the site.  
  8. Perform other relevant responsibilities as required by the program or assigned by supervisor.  
  9. Maintain a clean, sanitary, safe, and welcoming office environment.  
  10. Model the respectful workplace policy when interacting with Paladin clients, community members, and colleagues.  
  11. Must be responsible, able to handle confidential material, able to organize effectively and able to work independently.  
  12. Assure that a positive image of Paladin is always portrayed.  
  13. Training responsibilities include providing training and technical assistance to HS staff.  
  14. Maintain current, valid driver’s license and liability insurance always on any personal vehicle used to conduct Paladin business.  
  15. Obtain and keep current Adult and Pediatric CPR and First Aid certifications.  
  16. Complete 15 credit hours in ECE and a minimum of 20 hours continuing education, based on individualized professional development plan. 




QUALIFICATIONS:  

  1. Bachelor’s degree in social work, Education, Public Administration, or a related field (master’s degree preferred). 
  2. Minimum of 5 years of experience in a similar role, preferably within a Head Start or early childhood education program. 
  3. Proven experience in managing ERSEA functions and leading a team. 
  4. Strong knowledge of Head Start performance standards and federal, state, and local regulations. 
  5. Strong understanding of Head Start performance standards and the PFCE framework. 
  6. Excellent organizational, leadership, communication, and interpersonal skills. 
  7. Proficiency in data management and reporting tools. 
  8. Ability to work collaboratively with diverse populations and community partners. 
  9. Commitment to the mission and values of Head Start. 
  10. Minimum of 5 years supervisory experience.
