Samantha Younes with Robert Half is offering an exciting opportunity for a Human Resources (HR) Manager in HILLSBORO, Oregon, 97124-3001, United States. This role involves managing a diverse team, developing and revising work processes, and ensuring compliance with regulatory requirements. As a HR Manager, you will also be required to provide expert guidance on program operations and represent the team in various committees and task forces.


Responsibilities:

• Develop and implement business operations, including data management, program monitoring, evaluation, reporting, and financial planning.

• Establish goals and objectives for business operations, prioritize and assign work, and supervise the efforts of the team.

• Ensure compliance with federal, state, and local laws, regulations, policies, and procedures and develop procedures to implement new or changing regulatory requirements.

• Create a positive and supportive work environment, enforce a safe workplace, and establish a culture of teamwork and communication.

• Oversee procurement procedures, contract development, negotiations, and monitor procedures.

• Manage budget planning for the division, develop budgetary recommendations and adjustments to ensure financial management of program areas.

• Provide or coordinate management and staff training related to business operation procedures.

• Act as a representative on committees, interagency task forces, and special projects related to program and departmental operations.

• Coordinate with funders and jurisdictional partners to align policies and procedures, operational guidance, and best practices.

• Use tools such as ADP - Financial Services, ADP Workforce Now, ATS - Asynchronous Transfer Mode, Ceridian, HCM, Benefit Functions, Communication, Compliance, Employee Relations, Hiring Processes, Tableau to improve the efficacy of initiatives.

• Proficiency in ADP - Financial Services and ADP Workforce Now
• Familiarity with ATS - Asynchronous Transfer Mode and Ceridian
• Experience with HCM, Benefit Functions and Tableau
• Exceptional Communication and Compliance skills
• Proven track record in Employee Relations and Hiring Processes
• Bachelor’s degree in Human Resources or related field
• Minimum 5 years of experience in a similar role
• Strong leadership and interpersonal skills
• Ability to handle data with confidentiality
• Excellent decision-making skills
• Ability to strategize and implement HR processes and procedures
• Familiarity with labor laws and HR best practices.
