Job Title: Senior Contracts Specialist

Textron Systems is seeking a highly skilled Senior Contracts Specialist to join our team in Wilmington, Massachusetts. As a key member of our Weapon Systems business unit, you will play a critical role in administering Government contracts as both a Prime contractor and a subcontractor.

Key Responsibilities:
  • Proactively provide support to the Weapon Systems Business Unit in administering Government contracts.
  • Support all aspects of contract management throughout the contracting process, from pre-proposal activities through contract closure.
  • Review and risk analysis of solicitations and terms and conditions, and coordinate with leadership.
  • Participate in bid/no bid decisions and proposal review meetings.
  • Review cost proposals, maintain cost and pricing data records for TINA compliance, and support fact-finding.
  • Conduct negotiations as a key member of the program team.
  • Administer a variety of Government contract structures, including cost reimbursement, fixed price, incentive, award fee, IDIQ, etc.
  • Prepare and coordinate business correspondence with internal and external stakeholders.
  • Maintain accurate and complete contract files and records for the company.
  • Remain actively engaged with program teams and develop strong interfaces with leadership.
  • Participate in program reviews, monitor program performance, and report potential non-compliances or other problems.
  • Identify and administer contract changes, and coordinate resolution of contract issues.
  • Actively manage and administer the closeout of completed contracts.
  • Ensure contract management activities are conducted in accordance with company policies and procedures, applicable laws and regulations, and customer requirements.
Requirements:
  • Undergraduate or graduate degree in a field associated with business or communications.
  • 6 or more years of experience with Federal and Department of Defense (DoD) contracts.
  • Member of the National Contract Management Association (NCMA) is preferred.
  • Achieved or actively pursuing professional certifications, including Certified Professional Contracts Manager (CPCM) and/or Certified Federal Contracts Manager (CFCM).
  • Ability to obtain a Security clearance up to Top Secret and gain access to Special Access Programs.
