Position Overview:

The NEPS Instructional Specialist will play a crucial role in enhancing the NAVSEA Enterprise Planning System (NEPS) through effective training and development initiatives.

Key Responsibilities:

The individual will be responsible for a variety of tasks, including but not limited to:

  • Overseeing Command Training and Workforce Development Programs.
  • Designing, executing, and assessing training programs to fulfill the command's educational needs.
  • Conducting administrative and evaluative tasks related to the development and training of both military and civilian personnel.
  • Evaluating command-level course feedback and proposing enhancements.
  • Performing training needs assessments to identify current and future workforce requirements.
  • Creating solutions and strategies for training needs aligned with mission objectives and budget limitations.
  • Formulating the command's Long Range Training Plan.
  • Ensuring accurate training completion data for civilian personnel is submitted to the Defense Civilian Personnel Data System.
  • Managing specialized training initiatives, including managerial, executive, and leadership development programs.
  • Facilitating monthly Planning Board for Training Council meetings to review all aspects of the command's training program with leadership and stakeholders.
  • Tracking training completion quarterly and ensuring thorough assessments of departmental training programs are conducted, with findings reported to stakeholders.

Qualifications:

  • 3-5 years of experience with NEPS applications.
  • 1-3 years of experience in training instruction.
  • Proven experience in delivering end-user training and developing user guides for NEPS.
  • A Bachelor’s degree in Business Administration, Accounting, or Engineering is preferred; relevant experience may be considered in lieu of a degree.
  • Familiarity with Navy Enterprise Resource Planning (N-ERP), NAVSEA Enterprise Planning System (NEPS), and Warfare Center Enterprise Data Warehouse (EDW), along with knowledge of Working Capital Fund and General Fund.
  • Advanced proficiency in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint.
  • Strong communication skills, capable of engaging effectively with employees at all levels and external contacts.
  • Excellent interpersonal skills and sound judgment, with the ability to work independently or collaboratively.

Physical Requirements:

  • Ability to lift up to 25 pounds.
  • Capability to stand and walk for extended periods.
  • Ability to twist, bend, and squat as needed.

Security Clearance:
Must possess a current security clearance at the Secret level. US Citizenship is required for Secret clearance.
