Job Summary

We are seeking a highly experienced and skilled Lead Mechanical Engineer to serve as the Subject Matter Expert for all mechanical systems at National Geospatial-Intelligence Agency (NGA) Washington facilities. The successful candidate will be responsible for managing and operating the mechanical systems, ensuring compliance with Original Equipment Manufacturer (OEM) standards, and maintaining building calculations to manage supply available with required loads.

Key Responsibilities
  • Manage and Operate Mechanical Systems: Oversee the overall management and operation of the mechanical systems at all NGA Washington facilities and grounds.
  • Advisory Role: Advise mechanical technicians in troubleshooting and resolving mechanical system malfunctions.
  • Preventative Maintenance: Develop, implement, and regularly review all mechanical systems and components preventative maintenance plans to ensure compliance with OEM standards.
  • Capacity Management: Perform overall capacity management of mechanical systems to ensure capability is in balance with known and/or future demand requirements.
  • Building Modifications: Ensure building modifications comply with all code requirements and original design intent for NGA Washington.
  • Regulatory Compliance: Oversee the proper and timely application of Government and local regulations, codes, standards, policies, and procedures related to NGA mechanical systems operations and management.
  • Client Relationship Management: Work closely with the client to gain an understanding of their needs and requirements and communicate them and the appropriate performance standards to the contract staff and supporting vendors.
  • Process Improvement: Devise ways to improve the full spectrum of the mechanical systems operations and services service delivery process to ensure high-quality goods and services are delivered on time and within cost.
  • Documentation and Analysis: Keep accurate documentation and when necessary, perform analysis of activities and processes to improve contract performance.
  • Feedback and Communication: Pro-actively seek feedback from clients, attend meetings, submit reports, and assist both internal and external auditors and inspectors.
Requirements
  • Security Clearance: Current Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) eligibility.
  • Professional License: Currently licensed as a Mechanical Professional Engineer (PE) in one of the 50 U.S. states, U.S. Territories, or Possessions.
  • Education: A bachelor's degree from an accredited university in Facility Management, Construction Management, Engineering (Mechanical, Civil, Electrical, Structural), or another related field. A degree in Mechanical Engineering is preferred.
  • Experience: At least 7 years of experience managing and operating facilities and systems of similar size, scope, and complexity as NGA Washington facilities and grounds.
  • Technical Knowledge: Strong technical knowledge of all facilities maintenance and operations, including complex mechanical, electrical, and plumbing systems, structural systems, vertical transportation, and data center operations.
  • Leadership and Management: Highly developed leadership, management, supervisory, interpersonal, analytical, and communication (oral and written) skills.
  • Personnel Management: Demonstrated ability to lead in a diverse and dynamic environment with short notice taskings and under high-pressure situations.
  • Union Experience: Demonstrated experience working with labor unions and/or managing service employees working under the Service Contract Act.
  • Building Management Systems: Demonstrated knowledge and experience of building management systems such as CMMS, BAS, and EPMS. Knowledge and experience with the ARCHIBUS CMMS, Siemens, and Honeywell BAS systems and Square D/Schneider EPMS is highly desired.
  • Certification: Industry recognized certification in Program and/or Project or Facility Management (e.g., Project Management Professional (PMP), Program Management Professional (PgMP), Certified Facility Manager (CFM), etc.) is desired.
