Branch Chief of Clinical Outpatient Operations

This is a challenging and rewarding opportunity to lead a team of professionals in the Clinical Outpatient Operations Branch of the County of Santa Barbara, CA. As the Branch Chief, you will be responsible for overseeing the development and implementation of programs and services that promote the prevention of and recovery from mental illness and addiction.
Key Responsibilities- Lead a team of Behavioral Wellness Managers and coordinate the efforts to identify, prioritize, and meet program, branch, and department goals.
- Provide administrative support to the Assistant Director of Clinical Operations and the Medical Director on branch-specific issues.
- Serve as liaison to other County agencies and to multiple outside agencies, representing Behavioral Wellness on committees composed of multi-agency representatives working to coordinate the provision of Adult, Children, and Transitional Age Youth (TAY) services to Behavioral Wellness clients.
- Implement department-wide program changes based on System Change initiatives, outcome measures, and quality standards developed by the Behavioral Wellness Compliance and Quality Improvement Committee, and Executive Team directives.
- Oversee transformation and standardization of the outpatient system to conform with BHSA as well as the System Change vision adopted by the department and partners.
- Review and approve staff training materials in the various programs to ensure consistency and compatibility to Behavioral Wellness mandates and available resources.
- Collaborate with Fiscal team to develop programmatic and regional budgets, review and approve budget requests and transactions, negotiate and manage contracts, research and analyze financial information, make resource allocation recommendations, and implement resource allocation decisions.
- Develop SOWs for new programs and contracts, revise SOWs for current programs and contracts, oversee the clinical development of joint monitoring instruments, and improve processes for using clinical performance metrics.
- Research, analyze, develop, and review fiscal, compliance, and related reports, contracts, plans, grant proposals, materials, presentations, and other documents, and make recommendations to higher-level staff.
- Supervise management, professional, paraprofessional, and support staff, conduct performance evaluations, employee development, hiring, discipline, and termination procedures, troubleshoot and resolve program or work unit issues, and inform higher-level management of issues/resolution.
- Mentor all direct reports to facilitate staff development and sufficient succession capacity within the organization.
- Valid California licensure in a relevant profession (LCSW, LPCC, LMFT, or Clinical Psychologist).
- Seven (7) years of progressively responsible experience in a related field, including at least three (3) years as a supervisor or manager.
- Knowledge of principles, practices, and techniques of behavioral health services programs and operations in a public agency setting.
- Knowledge of principles and practices of public administration and program management.
- Knowledge of trends in public, mental, medical, and correctional health, and recovery education, treatment, prevention, and related issues.
- Ability to effectively administer public health, mental health, and recovery programs and activities.
- Ability to manage assigned operations/programs and ensure ongoing compliance with strategic objectives and performance measures.
- Ability to develop and implement policies and procedures.
- Ability to build coalitions among groups with differing needs and objectives.
- Ability to manage large-scale complex projects and/or initiatives, enterprise projects, and/or overseeing the management of multiple projects simultaneously.
- Ability to manage and evaluate assigned staff, including training, coaching, participating in developing goals and strategic objectives, coordinating deadlines, prioritizing work demands, and assigning and monitoring work.
- Ability to analyze and evaluate operational programs, projects, and procedures.
- Ability to plan, organize, coordinate, and supervise changes and improvements in public agency projects and studies.
- Ability to manage budgets, contracts, grants, and resource allocation.
- Ability to interpret, monitor, and report financial information and statistics.
- Ability to oversee the implementation of and adherence to quality assurance activities and standards.
- Ability to research, recommend, and implement industry trends, solutions, and best practices.
- Ability to resolve complex problems within the area of assignment.
- Ability to prepare and oversee the preparation of reports, grant proposals, documents, and presentations.
- Ability to create and provide informative presentations to stakeholders, elected officials, County leadership, and the public.
- Ability to collaborate with program stakeholders, elected and appointed boards, the public, and internal leadership.
- Ability to interpret and apply applicable laws, codes, regulations, and standards.
- Ability to communicate effectively, clearly, and concisely.
- Ability to establish and maintain effective working relationships with a diverse range of individuals, including but not limited to coworkers, subordinate staff, supervisors, other managers, professional agencies, and the general public.
