Position Overview:
The Trade Compliance Licensing Supervisor is responsible for leading a team of licensing professionals and collaborating with internal stakeholders to evaluate international business needs, prepare export license submissions, and utilize applicable license exceptions. This role primarily emphasizes adherence to the Export Administration Regulations (EAR) while also providing support for export authorization processes under the International Traffic in Arms Regulations (ITAR) as necessary. The position includes oversight of 2-3 direct reports.
Key Responsibilities:
- Direct a team of licensing professionals to assess business needs and determine required export/import authorizations in compliance with EAR (or ITAR when relevant).
- Analyze international trade requests to identify suitable export approval actions; prepare and submit license applications utilizing the OCR EASE Global Trade Management System.
- Review and document eligible EAR exceptions for specific business transactions.
- Conduct peer evaluations to ensure the accuracy and completeness of license applications and exception determinations in line with regulations and organizational policies.
- Monitor the issuance of export approvals.
- Address any authorization inquiries from the licensing team.
- Oversee export compliance to ensure adherence to authorization approvals and conditions, and identify training needs for export licensing.
- Assist in developing and implementing standard operating procedures, work instructions, and written guidance.
- Stay informed about regulatory updates to the EAR and ITAR, advising the business and trade compliance team on relevant changes impacting authorization requirements.
Qualifications:
- A Bachelor's degree or higher in a relevant field is strongly preferred.
- 5-8+ years of experience in global trade licensing is required.
- Prior experience in a similar role within a high-tech or defense organization with substantial licensing agreements.
- Experience managing a team of licensing professionals.
- In-depth knowledge of EAR licensing requirements; familiarity with license exceptions such as TMP, RPL, GOV, TSU, and STA, as well as knowledge of UTIC rule application is advantageous.
- Familiarity with ITAR is encouraged.
- Proficient in computer applications: OCR EASE, SNAP-R, DECCS, MS Office, MS Teams, and SAP/GTS.
- Demonstrated leadership abilities with a proactive approach to generating new ideas and assertiveness.
- Able to serve as a resource for resolving complex issues.
- Capable of working effectively under pressure while managing multiple deadlines; able to make timely and sound business decisions.
- Ability to work independently with minimal supervision.
- Strong organizational, time management, and program management skills.
- Commitment to integrity and professionalism.
- Excellent verbal and written communication skills, along with strong presentation capabilities.
