Job Title: Attorney III

We are seeking a highly skilled Attorney III to join our team at the Texas Department of Insurance. As a key member of our General Counsel Division, you will be responsible for providing legal support and advice to our client program areas.

Key Responsibilities:
  • Research and analyze state and federal laws and regulations to provide legal guidance to our clients.
  • Provide legal support and advice to our client program areas, including drafting legal opinions, memoranda, briefs, and other legal documents.
  • Direct, organize, and coordinate legal and administrative activities, including managing caseloads and prioritizing workloads.
  • Attend, participate, present, and lead in both virtual and in-person meetings with staff and external stakeholders.
  • Coordinate, advise, and draft legal opinions, memoranda, briefs, contracts, pleadings, and reports.
  • Brief executive management and the commissioner on legal issues.
  • Plan and present internal training to staff and attorneys.
  • Review legislation, draft bills, and advise and work on agency implementation projects.
  • Coordinate case preparation for court hearings and represent the agency in hearings. Assist the Attorney General's office in preparing cases for litigation.
Requirements:
  • Graduation from an accredited law school with a Juris Doctor (J.D.) or comparable advanced legal degree.
  • Must be licensed as an attorney to practice law in the State of Texas.
  • Member in good standing with the State Bar of Texas.
  • 3 years of legal research and writing experience on complex technical issues preferred.
  • 3 years of experience advising clients on complex matters as an essential job function.
Preferred Qualifications:
  • Experience in researching complex issues and briefing subject matter experts and management.
  • Regulatory or administrative law experience.
  • Experience with insurance or other regulatory compliance, information sharing agreements, and confidentiality.
  • Experience advising clients on complex matters.
  • Experience working with or for organizations or agencies with multiple layers of management.
