Position Title: Construction Management Representative

Location: Great Smoky Mountains National Park, Gatlinburg, Tennessee

Period of Performance: 640 calendar days. Exact dates of performance have yet to be determined.

Salary Range: $90,000 to $110,000 annually based on experience

Project Solutions Inc. is in search of a skilled Construction Management Representative for a significant project at Great Smoky Mountains National Park. We value dedicated professionals who wish to expand their expertise across a diverse range of projects.

Project Overview:

This role encompasses construction services related to the rehabilitation of the Laurel Falls Trail. Key components of the project include the demolition and removal of the existing asphalt trail, trail rehabilitation and widening, construction of retaining walls and culverts, development of viewing platforms and rest areas, installation of new stone veneer retaining walls, restoration of vegetation, and the creation of new asphalt parking areas. This initiative aims to enhance parking facilities at Laurel Falls, which is the park's most frequented trailhead. Upon completion, 54 new parking spaces will be available across two designated areas. These improvements are part of the park's strategy to manage visitor levels in high-traffic zones where resource damage is occurring due to uncontrolled roadside parking.

Responsibilities:
  • Provide technical guidance and support to the Contracting Officer during construction activities.
  • Interpret and comprehend construction contract plans and specifications.
  • Organize and lead various meetings, including weekly site meetings.
  • Document challenges and issues faced with the construction contractor.
  • Review the contractor's baseline and progress schedules.
  • Prepare project-related correspondence for review and issuance.
  • Conduct inspections during and after construction, including mock-up inspections.
  • Evaluate the contractor's work for progress, quality, and compliance with contract documents and safety standards.
  • Deliver reports, evaluations, and design work to the Contracting Officer.
  • Review and manage Construction Contractor's Requests for Information (RFIs) and assist in their resolution.
Required Qualifications:
  • Degree in Construction Management or a related field.
  • Minimum of 5 years of experience in Construction Management.
  • Completion of OSHA 30-hour construction safety training is mandatory.
  • Proficient knowledge of construction practices, building codes, and safety regulations.
  • Experience in cost estimating, including labor, materials, and equipment for contract modifications.
  • Ability to assess payment requests effectively.
  • Strong skills in reading and interpreting plans, schedules, and specifications.
  • Excellent written and verbal communication, problem-solving, and conflict resolution abilities.
  • Familiarity with software such as MS Teams, MS Word, MS Excel, Adobe Acrobat, ProjectTeam, Primavera, and MS Project.
  • Valid driver's license is required.
  • Successful candidates must pass a background check.
  • Strong interpersonal skills to communicate effectively with a diverse range of individuals.
  • Ability to prioritize tasks and manage multiple responsibilities in a dynamic work environment.
  • Physical capability to walk and climb stairs or ladders regularly for inspection purposes.
