Job Overview

Harkcon Inc is seeking a dedicated Business Analyst to deliver comprehensive services throughout all stages of requirement management. This role involves collaborating closely with the Portfolio Manager (PfM) to facilitate project initiation and assist Project Managers (PMs) in planning, executing, monitoring, controlling, and closing projects.

The National Oceanic and Atmospheric Administration's (NOAA) National Weather Service (NWS) Office of Water Prediction (OWP) is committed to advancing national hydrologic analyses, forecast information, and decision-support services to enhance emergency services and water management strategies.

Key Responsibilities:

Requirement management encompasses, but is not limited to:

  • Collecting and documenting requirements,
  • Assisting the PM in creating and maintaining Requirements Traceability Matrices (RTM),
  • Supporting the PM in developing and updating System Requirements Specifications (SRS),
  • Incorporating requirements into project plans,
  • Ensuring requirements are validated during the Quality Assurance (QA) process,
  • Facilitating the creation of requirements and deliverables for technical performance work statements (PWS).

Project initiation tasks include, but are not limited to:

  • Assisting in the development of Project Charters,
  • Identifying key stakeholders,
  • Supporting the PM in formulating and maintaining communication plans.

Support in various project phases involves, but is not limited to:

  • Conducting risk analysis,
  • Managing change effectively,
  • Overseeing knowledge management,
  • Planning for quality assurance,
  • Assisting the PM in maintaining a Decision Log.

Provide expertise in Quality Assurance and Quality Control (QA/QC) to strengthen OWP's QA/QC framework.

Deliver training to OWP personnel on best practices.

Ensure thorough testing of both internal and external contract deliverables within the established framework.

Support contract-related activities by assisting in the development of PWS, coordinating technical evaluation teams, and managing contract execution, including deliverables coordination and action tracking.

Administer the Cooperative Institute (CI) by monitoring and reporting CI performance, processing funding throughout the award period, and managing the review renewal process. Ensure compliance with all policies and procedures related to the CI.

Required Skills / Education / Certifications & Qualifications:

  • Bachelor's degree (or equivalent experience)
  • 2-4 years of relevant experience
  • Ability to review, analyze, and evaluate business systems and user needs
  • Capability to formulate systems aligned with overall business strategies
  • Experience and judgment to plan and achieve goals
  • Collaboration with management to develop the organization's budget
  • Experience supporting all phases of project management.
