Job Title: Portfolio Manager for Government Contracts

Job Summary:

Public Health Solutions (PHS) is seeking a highly skilled Portfolio Manager to lead a team of contract professionals in overseeing the administration of complex contracts and agreements primarily from government funding sources. The successful candidate will be responsible for ensuring that contracts follow relevant regulations and PHS policies and procedures.

Key Responsibilities:

  • Direct, manage, and mentor a team of contract professionals to oversee all aspects of the contract management lifecycle, from creation to execution, monitoring, and closeout.
  • Ensure staff follow all contract negotiation, monitoring, amendment, and closeout policies and procedures.
  • Foster a spirit of teamwork and unity within the Portfolio and across PHS departments.
  • Participate in request for proposal processes by reviewing and editing concept papers and draft solicitations.
  • Seek continuous improvement and streamlining of processes to ensure compliance and increased efficiency.
  • Advise senior management on solicitation and contract issues, identifying risks, and obtaining resolution.
  • Manage relationships with internal leadership, external stakeholders, subrecipients, and vendors for the optimal resolution of contract issues.

Requirements:

  • Bachelor's degree with 8 or more years of experience.
  • Minimum of 5 years related experience managing government-funded contracts.
  • Extensive knowledge of applicable federal, state, and local laws and regulations pertaining to the receipt and dispersal of funds through agreements.
  • Prior supervisory experience.
  • Strong negotiation and drafting skills with knowledge of key issues in government contracts.
  • Excellent analytical and problems-solving skills.
  • Demonstrated ability to direct work within tight schedules and under pressure.
  • Strong interpersonal skills with a collaborative style of working to reach common goals and objectives.
  • Flexible and receptive to change in the workplace and drive organizational change.
  • Excellent verbal and written communication skills.
  • Proficient with Microsoft Office.
