Key Responsibilities:
The Advanced Security Operations Officer (ASOO) will deliver specialized knowledge and assistance with the following responsibilities, which encompass, but are not limited to:
- Conducting various briefings including: Indoctrination, Assistance with Indoctrination, Debriefings, Annual Refresher Training, Defense Travel Briefing, and Courier Briefing. The contractor will facilitate access to: Sensitive Compartmented Information Facility (SCIF) Physical Access, Outgoing Visit Requests, Incoming Visit Requests, Intelligence Community Badge Requests, Department of Homeland Security (DHS) Frequent Visit Requests, C-LAN Account Requests, and SCI Access Requests.
- The Advanced Security Operations Officer (ASOO) will provide technical guidance on Intrusion Detection System (IDS) and Access Control System specifications during the construction of Sensitive Compartmented Information Facilities (SCIF).
- Evaluate Construction Design Intent Drawings to confirm that security specifications have been integrated.
- The Advanced Security Operations Officer (ASOO) will act as a Preliminary Inquiry Officer to investigate and address Sensitive Compartmented Information (SCI) security incidents.
- The Advanced Security Operations Officer (ASOO) will offer technical expertise in initiating and directing construction planning projects related to SCIF operations.
- The following Pre-Construction requirements must be developed and overseen by the Advanced Security Operations Officer (ASOO):
- Sensitive Compartmented Information Facility (SCIF) Site Security Survey, Construction Security Plan (CSP); appointments for Site Security Manager (SSM) and Special Security Representative (SSR); Security Requirements and Milestone Inspections; Tempest Requirements and evaluations; Physical and Technical Security Standards (Security In Depth; RF Protection; STC Requirements; Floor and Ceiling Criteria; SCIF Door and Window Requirements; Vents and Ducts; Acoustic Protection); IDS and Access Control System Plan and testing; Telecommunications Systems; Secure Network and Emergency Notification Systems; Construction Design (CD) and blueprints for SCIF buildout; Scope of Work (SOW); Stakeholder and Kick-Off Meetings).
- The Advanced Security Operations Officer (ASOO) will create, revise, and manage the following lifecycle documents essential for the administration of a Sensitive Compartmented Information Facility (SCIF):
- SCIF Records Management (SRM) required documents; Standard Operating Procedures (SOP); Emergency Plans (EP); Fixed Facility Checklists (FFCL); Tempest Checklists; ASOO Appointment Letters; IDS Acceptance Testing; UL2050 Certifications; Final SCIF Punchlist; Visitors Logs; Authorized Personnel Rosters; Accreditation Letter.
- Upon the completion and accreditation of a Sensitive Compartmented Information Facility (SCIF), the Advanced Security Operations Officer (ASOO) will execute annual lifecycle management and inspections in accordance with ICD-705 and applicable policies and procedures.
- The Advanced Security Operations Officer (ASOO) shall perform the following:
- Customer service for Special Security; Manage the ASOO Customer Service email Inbox; Process Requests for SCI access (RFA); Verify security clearance information utilizing the agencies personnel security repositories; SCI and Collateral Indoctrinations; Execution of Non-Disclosure Agreements (4414/312); SCI Indoctrination Assists; SCI and Collateral Briefings/Debriefings; Foreign Travel/Foreign Contact Report processing; Permanent Certification/Visit Request processing; State, Local, Tribal and Private Sector (SLPS) Clearance processing; Annual Refresher Training; Defense Travel Briefings; Intelligence Community Badge Requests; CLAN and HSDN User Account Requests; Co-Use Agreements.
- Additional duties as assigned.
- The Advanced Security Operations Officer (ASOO) will possess expert knowledge of Department of Homeland Security (DHS) and Intelligence Community (IC) Sensitive Compartmented Information (SCI) policies and procedures, system testing, and response documentation, as well as SCIF Self-Inspections.
- The Advanced Security Operations Officer (ASOO) will apply expertise in security-related functions to analyze and resolve complex security challenges.
- Technical proficiency in IDS and Access Control System requirements during SCIF construction.
- The Advanced Security Operations Officer (ASOO) must have experience overseeing ICD 705 accreditation and lifecycle requirements of ICE SCIFs and Temp SCIFs, including SOPs, Emergency Plans, Fixed Facility Checklists, Tempest checklists, Co-Utilization Agreements, Concept of Operations, Construction Security Plans, and alarm systems.
- Must possess TS/SCI Security Clearance.
- The Advanced Security Operations Officer (ASOO) must have a minimum of four (4) years of professional experience providing support and services for safeguarding Sensitive Compartmented Information (SCI) from unauthorized access or inadvertent disclosure. (Education cannot be substituted for experience.)
