We are seeking a highly skilled Construction Cost Estimator to join our team at Element Consulting. As a key member of our construction management team, you will be responsible for preparing and reviewing cost estimates for construction projects, ensuring accuracy and completeness.
Key Responsibilities:
- Cost Estimation: Prepare and review cost estimates for construction projects, including planning, supervising, and participating in the preparation of construction cost estimates from drawings, outlines, and specifications.
- Grant and Loan Applications: Prepare and review cost estimates and forms submitted to secure State and/or federal grants and loans from school aid programs, representing the District on matters pertinent to securing such funds.
- Contractor Bidding: Check construction cost estimates submitted by commissioned architects and engineers for accuracy and completeness, comparing them with District estimates.
- Agreement Negotiation: Confer with commissioned architects and engineers to resolve differences in their cost estimates and District estimates for each project, negotiating agreements on preliminary estimates of construction costs.
- Contractor Management: Make studies and prepare reports when contractors' bids vary widely from the agreed construction cost estimate, checking segregations of contract costs as estimated by building contractors and recommending acceptance or rejection as a basis for progress payments.
- Change Order Analysis: Analyze change orders on construction work under contract, approving or rejecting extras or credits submitted.
- Project Budgeting: Establish and maintain procedures for approval of plans and specifications for building projects and submission of approved projects to public bidding.
- Cost Data Management: Develop methods for maintaining data used in records, charts, and graphs reflecting estimated construction costs compared with actual costs.
- Training and Development: Conduct and participate in seminars and workshops with staff and minority contractors relative to school construction bidding procedures, contracts, and cost estimating.
- Damage Assessment: Estimate costs of damages to District property caused by fire, natural disaster, and major acts of vandalism.
- Project Planning: Establish budgets for school building projects.
- Support Services: Assist other branches with related functions.
- Negotiation Support: Prepare preliminary and final independent cost estimates of projects for comparison with designer or contractor for PM/CM to establish negotiating position.
- Claim Analysis: Prepare change order estimates for Owner Authorized Representatives to establish negotiating position.
- Contractor Evaluation: Provide support in price negotiations, reviewing contractor's claims and proposals for merit and accountability.
- Additional Responsibilities: Perform related duties as assigned.
