Key Responsibilities

As the Chief Information Officer, your primary responsibilities will include:

  • Directing the development of IT objectives, strategies, and performance metrics, ensuring they align with strategic planning, budget development, and program performance evaluation.
  • Monitoring and assessing the agency's IT investments and resources regularly.
  • Encouraging innovative technology applications for information management, facilitating access to information resources, and advocating for enhancements in cross-organizational programs and processes.
  • Collaborating with stakeholders to communicate and coordinate enterprise IT modifications, thereby enabling mission success and fostering collaborative efforts.
  • Utilizing your knowledge of IT, management services, and program administration to address unique and precedent-setting challenges within a scientific research agency with both national and international significance.
  • Creating cost-effective and responsible solutions to IT and management challenges, ensuring the adoption of progressive and modern management practices.

Qualifications and Conditions of Employment

All federal employees must have their salary payments made via direct deposit to a financial institution of their choice. All qualification criteria must be satisfied by the closing date of the announcement. Drug screening is mandatory. A one-year probationary period is required unless you have previously completed one year in the Senior Executive Service.

This position necessitates the completion of a public financial disclosure report and may require a background and/or security investigation if selected.

U.S. citizenship is mandatory. A resume of no more than five (5) numbered pages is recommended.

In accordance with Executive Order 12564, HHS is a Drug-Free Federal Workplace. This position may require drug testing and is subject to random drug testing.

Specialized Experience Requirement

To qualify for this role, you must demonstrate executive-level specialized experience that has equipped you with the necessary knowledge, skills, and abilities (KSAs) to perform the duties of the position effectively. This includes experience in information technology leadership, strategic planning, IT capital planning, stakeholder engagement, research, development, innovation, collaborative leadership, and workforce development.

Education

A major in computer science, information science, information systems management, mathematics, statistics, operations research, or engineering is preferred, or coursework that necessitated the development or adaptation of computer programs and systems.

Compensation

Salary for SES positions varies based on qualifications. The annual salary range is at the top of this announcement. This position may also be eligible for performance bonuses and performance-based pay adjustments.
