About the Position

Salt Lake City is seeking a seasoned leader to oversee the City's parking enforcement, crossing guard, and parking long-term mitigation programs. As the Director of the Compliance Division, you will be responsible for managing a team of 33 full-time staff and over 75 part-time crossing guards. Your primary focus will be on enforcing parking ordinances in the right-of-way, managing contracted towing and impound services, and overseeing the Library Parking Garage.

About the Team

The team is responsible for enforcing parking regulations, managing the crossing guard program, and implementing long-term mitigation strategies for vehicles not in compliance with City Code. You will work closely with other City departments, stakeholders, and the public to achieve the goals and objectives of the program.

Key Responsibilities
  • Manage compliance operations, including parking enforcement, impounding of vehicles, and crossing guard services.
  • Design, implement, and monitor assigned programs to ensure efficiency and effectiveness.
  • Develop and recommend policies and procedures for parking enforcement, impounding of vehicles, and crossing guard services.
  • Oversee the preparation and adjustments to the annual budget document and ensure revenue goals are met.
  • Present the program's policies and positions in meetings, negotiations, and communications with the public, citizen and industry groups, mayor and city council members, other government agencies, the media, and other public forums within assigned areas of authority.
  • Negotiate and administer contracts for the computerized parking citation program, pay stations, and various other vendor agreements with public and private entities.
  • Perform other duties as assigned.
Minimum Qualifications
  • Bachelor's degree in Public Administration, Business Management, or a closely related field, plus six (6) years of progressively responsible experience managing public programs, including a minimum of four (4) years in a supervisory capacity.
  • Ability to establish and maintain effective working relationships with elected officials, department heads, employees, and the public.
  • Proficient in teamwork and communicating effectively with employees and stakeholder groups to achieve state goals.
  • Proficient in computer applications such as MS Office and experience in the use of parking enforcement systems or other similar code compliance and work management systems.
  • Understanding of enforcement codes and City parking enforcement codes or ability to quickly learn and apply City parking codes.
  • Possession of a valid state driver's license or Utah driving privilege card.
Working Conditions
  • Light physical activity, generally comfortable working conditions. Occasional exposure to heat, cold, dust; occasional out-of-doors. Frequent driving of an automobile or light utility vehicle.
