Fixed Equipment Integrity Supervisor

International Staff Consulting is seeking a Fixed Equipment Integrity Supervisor to oversee maintenance and inspection operations for a leading Chemical & Fiber processing company. This role is pivotal in establishing standards and guiding engineering practices and reliability initiatives concerning fixed equipment, inspection, and mechanical integrity.
PRIMARY OBJECTIVES
- Foster a culture centered on reliability throughout the facility.
- Identify and advocate for the short, medium, and long-term needs of fixed equipment to ensure dependable and compliant operations.
- Lead the development and execution of fixed equipment and inspection programs that enhance equipment performance.
- Guarantee that all operational equipment undergoes appropriate inspections in accordance with integrity protocols and regulatory mandates.
KEY DUTIES AND RESPONSIBILITIES
- Responsible for formulating and executing a comprehensive fixed equipment inspection program that adheres to all relevant Federal, State, and local regulations, as well as industry standards.
- Manage departmental budgeting, scope routine and turnaround tasks, oversee training and certification for inspection personnel, and coordinate all inspection activities.
- Oversee the inspection workflow, ensuring collaboration among Corrosion, Materials, Inspection, Process, Maintenance, and Operations teams, which includes reviewing equipment design and condition data to prioritize inspection plans.
- Supervise all aspects of the inspection team, including internal inspectors and external contractors for non-destructive testing and maintenance services.
- Provide guidance on the Fitness for Service program to assess the remaining life and necessary actions for fixed equipment.
- Review turnaround inspection plans and recommendations.
- Support inspection requirements for capital projects.
- Monitor and report on departmental Key Performance Indicators and Corporate Metrics.
- Update and enhance inspection procedures to align with industry advancements and new regulatory requirements.
- Offer technical support regarding quality assurance and control of equipment fabrication, modifications, and repairs to ensure compliance with engineering specifications and applicable standards.
- Advise on operational changes that may impact the expected lifespan or mechanical integrity of pressure equipment.
- Actively engage in turnarounds and outages, demonstrating a strong commitment to work.
- Participate in process safety initiatives to gain insights into overpressure protection methods. Review Management of Change initiatives and provide compliance guidance.
- Assist in preparing for periodic regulatory inspections by collaborating with all stakeholders involved in pressure equipment integrity, ensuring timely resolution of audit findings.
- Mentor and train field-based integrity and maintenance personnel on pressure equipment integrity matters.
- Identify and implement training programs for Fixed Equipment Inspection staff.
- Provide ongoing performance feedback and support for team members to facilitate their professional development.
- Ensure effective metrics are in place to evaluate and review the performance of the inspection program.
- Maintain and assess mechanical integrity recommendations for all relevant projects, including routine Work Order Root Cause Analyses.
- Support the development of expense and capital projects related to fixed equipment, including specification and drawing reviews, as well as contractor and supplier quality control assessments.
- Lead incident investigations related to equipment failures when necessary.
- Develop a long-term plan for fixed equipment reliability projects and contribute to strategic and tactical business planning to achieve site objectives.
TEAM STRUCTURE
Reports to: Mechanical Reliability Manager
Direct Reports: Area Inspectors, Contract NDE inspection services
QUALIFICATIONS
- At least 15 years of experience in inspection or mechanical integrity roles.
- API 510/570/653 and/or CWI Certification is required.
- A two-year technical degree is preferred, but relevant experience may be considered in lieu of a degree.
- Strong working knowledge of common refinery process units and damage mechanisms.
- Ability to obtain National Board Commission (NBIC) certification.

- Thorough understanding of reliability-centered processes, including engineering practices, incident investigation, and maintenance strategies.
- Proven ability to manage multiple projects concurrently while establishing realistic timelines.

- Demonstrated leadership, influence, and mentoring capabilities.
- Strong interpersonal skills with a collaborative leadership approach.
- Excellent verbal, analytical, organizational, technical writing, and presentation abilities.
- High energy level with effective coaching and facilitation skills, promoting teamwork.
- In-depth knowledge of equipment reliability programs and engineering standards.
- Proficient in Microsoft Office applications, including Excel, Word, PowerPoint, and Outlook.
