Position Overview

SAIC is seeking a qualified candidate for the role of Fleet Experimentation Analyst to provide support to the Naval Warfare Development Center.

ROLE SUMMARY:

The selected individual will play a crucial role within the Navy Warfare Development Center (NWDC) N8 Experimentation Directorate, focusing on the planning, coordination, and facilitation of various experiments and events under the Fleet Experimentation (FLEX) Program, as well as other Department of Defense (DOD) and Department of the Navy (DON) initiatives managed by NWDC. The primary goal is to assemble expert teams capable of planning and executing FLEX events while systematically collecting and analyzing data to derive findings and actionable recommendations that inform capability development and investment decisions.

KEY RESPONSIBILITIES:

The responsibilities of this position encompass:

  • Development of experiment baseline assessments
  • Creation of initiatives
  • Design and execution of events
  • Planning for data collection and analysis
  • Post-experiment analysis and report generation
  • General administrative support for all experiment-related requirements

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor's degree in operations research or a minimum of 24 semester hours in operations research is preferred; however, substantial documented experience in this field is acceptable in lieu of a degree, with a total of ten (10) years of relevant experience.
  • Work experience may be adjusted for specialized knowledge or unique experience.
  • Demonstrated understanding of naval warfare principles is essential.
  • Candidates must possess fleet operating, planning, and exercise experience.
  • Proficiency in MS Office applications and advanced writing skills are required, as the candidate will be responsible for drafting reports for senior military and civilian officials.
  • Ability to work effectively in both team-oriented and independent settings is necessary.
  • Willingness to travel may be required.

SECURITY CLEARANCE:

  • Must possess a TS security clearance with SCI access.

DESIRED QUALIFICATIONS:

  • Former or retired Naval officer with operational experience in air, surface, or subsurface domains.
  • Experience with Numbered Fleet operations is preferred.
  • A Master's degree is preferred, accompanied by eight or more years of relevant experience.
  • Advanced knowledge or experience with unmanned systems (UxS), intelligence, surveillance, reconnaissance (ISR) systems, and naval weapons systems is advantageous.

IDEAL CANDIDATE ATTRIBUTES:

  • Ability to employ statistical analysis, simulations, and predictive modeling to evaluate information and propose practical solutions.
  • Conduct thorough analysis and evaluation of concept development, including scrutiny of various proposals and tests.
  • Provide primary analytical support for fleet experiments, including war games and joint warfare experiments.
  • Develop optimal methods to establish data relationships based on experiment objectives.
  • Assist in formulating experiment objectives, plans, and recommended actions throughout the experiment lifecycle.
  • Actively participate in all phases of experiments, including planning and execution activities.
  • Support knowledge management of experiments using government-provided platforms for document development.
  • Exhibit strong writing capabilities for preparing briefs, white papers, and other documentation related to Navy experimentation.
  • Offer technical and tactical expertise to NWDC leadership for experimentation initiatives.
  • Coordinate with key stakeholders involved in FLEX efforts.
  • Assist in aligning experimentation initiatives with Fleet events.
  • Contribute to the development of data collection and analysis plans.
  • Facilitate planning, design, and execution of experimentation events.
  • Produce post-experiment briefings and support documentation.
  • Generate final experiment reports grounded in analytical rigor.
  • Formulate post-experiment recommendations across various domains including doctrine, organization, training, and policy.
