Overview

The Senior Financial Analyst will play a crucial role in providing budgetary assistance, evaluating financial metrics, and ensuring adherence to regulations to facilitate the efficient management and upkeep of facilities and property assets. This role encompasses all responsibilities in alignment with the Mission, Vision, and Core Values of Cayuse Holdings.

Key Responsibilities

1. Refine lease monitoring systems to enhance tracking of lease approvals, model projections for future costs of 105(l) leases, and ensure prompt and precise lease payments by collaborating with relevant departments.

2. Ensure the accurate and timely generation of financial data from the Financial Management System while offering administrative support to the leasing officer. Investigate daily reports, address discrepancies, and recommend corrective actions as necessary.

3. Assist the Certifying Officer in reviewing and advising on payment certifications. Scrutinize account documents to confirm that authorizations comply with regulations and that funds are allocated appropriately.

4. Conduct analysis of spending plans and generate various reports to oversee fund status. Prepare monthly reconciliation spreadsheets for financial reports.

5. Aid in the preparation of the annual budget proposal.

6. Monitor and review the processing of all obligations for accuracy and timeliness.

7. Evaluate obligation documents to verify the legitimacy of payment vouchers and the correct classification of obligations. Assess the impact of new or updated regulatory changes and financial management policies, recommending necessary revisions and training staff on updates.

Qualifications

+ A minimum of five (5) years of relevant experience.

+ Required Education: Bachelor’s Degree or equivalent experience.

+ Ability to obtain and maintain a Public Trust Clearance.

+ Successful completion of a background check, with potential for additional checks as required by specific projects.

Essential Skills:

+ Strong oral and written communication skills.

+ Effective problem-solving abilities.

+ Proficient in Microsoft and Adobe software, including Excel, Word, PowerPoint, and Acrobat.

+ Highly motivated with the capacity to manage multiple tasks simultaneously.

+ Ability to build new relationships, both individually and in team settings.

+ Self-starter capable of working independently as well as collaboratively.

Preferred Qualifications:

+ Experience in financial analysis for OFPSM or BIA; familiarity with tribal enrollment; background in financial analysis within Indian Country; knowledge of leases, particularly tribal leases; and realty experience.
