Position Summary:

We are currently seeking a Lead Project Controls Manager to spearhead our team on a significant semiconductor initiative.

Key Responsibilities:

Leadership Responsibilities:

  • Establish and implement the overarching strategic direction for project controls, encompassing cost management, risk assessment, and scheduling oversight.
  • Oversee the project budget approval process.
  • Facilitate risk workshops with the project team to identify potential risks, assess their likelihood and impact, and develop mitigation strategies.
  • Lead project controls deliverables that necessitate cross-functional collaboration.
  • Inspire and motivate the team by providing clear objectives and guidance.
  • Conduct weekly team meetings to review progress on initiatives and enhance performance.
  • Oversee the creation and distribution of regular project reports.
  • Manage the Project Controls Team, ensuring deliverables meet quality standards.

Project Responsibilities:

  • Prepare documentation for project gateway and approval processes.
  • Develop comprehensive guidelines for project-level chartering and collaboration.
  • Review the Project Master Schedule, including sequencing, interface milestones, and critical path elements.
  • Formulate and recommend the project budget, cash flow, and financial strategy.
  • Lead the risk management process throughout the project lifecycle.
  • Develop the work plan that constitutes the Project Execution Plan (PEP).
  • Review and approve project implementation plans created by the project management teams.
  • Manage project estimating and lifecycle asset costing, including contingency methodologies.
  • Formulate and submit change management strategies for approval, addressing scope, cost, and schedule adjustments.
  • Establish controls to ensure team performance aligns with project baseline metrics.
  • Develop protocols for Diversity Compliance, Monitoring, and Reporting.
  • Set metrics for progress reporting across projects and contracts, including performance measurement and overall status.
  • Review and assess project-level cost reduction initiatives and diversity recommendations.
  • Evaluate construction progress and approve recovery plans as necessary.
  • Collaborate with relevant stakeholders to secure necessary approvals.

Continuous Improvement:

The Project Controls Lead will continuously seek ways to enhance project delivery, including:

  • Expanding deliverables to ensure robust business cases, estimates, and schedules.
  • Developing an end-to-end process that captures project controls information from initiation to closeout, incorporating feedback loops.
  • Integrating reporting for intake, cost, and scheduling to provide a comprehensive view of project controls.
Qualifications:
  • Demonstrated success in leading controls for large-scale projects valued at $1 billion or more.
  • Experience in large manufacturing environments or semiconductor projects.
  • Familiarity with various contract delivery methods and their respective advantages.
  • Proven track record in schedule management, cost control, estimating, and risk management.
  • Experience in implementing and managing project controls systems for major capital projects.
  • Knowledge of web-based project management tools.
  • Exceptional written and verbal communication skills.
  • Experience in establishing and monitoring project baselines and performance metrics.
Education:
  • Bachelor's Degree in a construction-related field.
  • 10+ years of experience managing complex, multi-phase capital projects or programs.
