Key Responsibilities- Provide domain expertise in contract or subcontract management, including contract administration, negotiation, and performance monitoring.
- Administer contracts or subcontracts, including reviewing and analyzing contract or subcontract documents for accuracy, performance risk, and conformance with contract terms, conditions, and other provisions.
- Act as a focal point for all contractual communications and commitments to customers or subcontractors, ensuring compliance with applicable federal regulations and internal policies and procedures.
- Collaborate with the Capture/Proposal/Program Manager, including Program Manager - Subcontracts, to support overall contract or subcontract performance, including preparing or supporting subcontractor Request for Proposal documentation.
- Review Requests for Proposals and participate in preparing compliant proposal responses, including management of the source selection process by participating with the proposal evaluation team in fact finding, technical evaluation, and cost or price analysis, as applicable.
- Negotiate contracts or subcontracts within business goals and documents substance of discussions, agreements, and results, including negotiating terms and conditions, estimated cost or price, delivery, quality, and performance requirements.
- Collaborate as a key member of program team to ensure contract or subcontract requirements are fully understood and executed, including managing contract or subcontract change process and working with the Program Manager, including Program Manager - Subcontracts, Engineering, Finance, and other disciplines to mitigate performance risk.
- Respond to internal and external inquiries regarding contract or subcontract issues, audits, and compliance requirements, including building customer or subcontractor relationships and knowing customer or subcontractor needs and issues.
- Provide leadership, subject matter expertise, and innovative recommendations to new or unusual contracting, subcontracting, or programmatic issues, including supporting an overall understanding of the Contracts department operations and GDMS enterprise objectives.
- Bachelor's degree or equivalent is required plus a minimum of 10 years of relevant experience; or Master's degree plus a minimum of 8 years of relevant experience.
- Clearance Requirement: Department of Defense TS/SCI security clearance is required at time of hire. Applicants selected will be subject to a U.S. Government security investigation and must meet eligibility requirements for access to classified information. Due to the nature of work performed within our facilities, U.S. citizenship is required.
